- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on June 30, 2017: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $4 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the El Camino Real Trail project in which you performed ( as the prime contractor ) construction of a new multi-use trails including e mbankment construction, e mbankment construction, asphalt concrete pavement, structural concrete, sidewalk, concrete, lineal grading, and p lacing conserved topsoil. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: NM FLAP TRAIL77000(1), El Camino Real Trail The project located on the west side of Santa Fe, New Mexico. The general scope of improvements is construction of approximately 15 miles of a new multi-use trail described as follows: •· Approx. 3.4 miles of 10' wide asphalt concrete pavement trail. •· Approx. 1.7 miles of 4' wide aggregate surface trail. •· Approx. 10 miles of 30-inch tread natural surface trail. Proposed new construction work includes linear grading, aggregate base, asphalt concrete pavement, concrete box culvert extension (existing Double 12'x10' CBC), minor culvert extensions, trailhead parking area, fence, signing, and interpretive signs. The project is located on Santa Fe County, Bureau of Land Management, and United State Forest Service lands. The contractor will need to take care to insure no disturbance to the land adjacent to the construction limits. Also, the contractor must utilize machinery with a maximum width of 48 inches, i.e. mini dozers, mini excavators and mini crawler carriers for construction of the natural surface trail portion, and should have experience in construction of sustainable natural surface trails. SIGNIFICANT QUANTITIES: Schedule A: 20420-0000 Embankment Construction: 6,300 CUYD 30202-1000 C: 5,700 TON 40301-0000 Asphalt Concrete Pavement: 2,100 TON 55201-0100 Structural Concrete, Class A: 220 CUYD 61501-0100 Sidewalk, Concrete: 2,340 SQYD 62405-0300 Placing Conserved Topsoil, 4-Inch Depth: 41,800 SQYD Option X: 21201-0000 Lineal Grading (Type 1): 3.800 MILE 21201-0000 Lineal Grading (Type 2): 5.800 MILE 21201-0000 Lineal Grading (Type 3): 0.600 MILE 30111-2000 Aggregate Surface Course, 6-Inch Depth: 3,900 TON Construction is anticipated between October 2017 and April 2018 dependent upon which Schedule and Option is awarded. Estimated total cost is $2.5 to $4 million.
