This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541711. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Monoclonal gammopathy of undetermined significance (MGUS) is an asymptomatic condition that is an established precursor of multiple myeloma, an incurable B-cell malignancy. An excess of multiple myeloma has been observed consistently among farmers and other agricultural workers in studies conducted over the past 30 years, and a previous investigation in the Agricultural Health Study (AHS) found an elevated prevalence of MGUS among a subset of male farmers over 50 years of age. To follow up on this finding in the AHS, we are conducting an investigation of MGUS in a larger sample of AHS pesticide applicators who are participating in the study of Biomarkers of Exposure and Effect in Agriculture (BEEA), a molecular epidemiologic effort in the AHS. Participants in the BEEA study are male farmers over 50 years of age who have well-characterized histories of occupational exposures and other demographic and lifestyle characteristics. We plan to determine the prevalence of MGUS and evaluate associations with pesticides and other agricultural exposures among BEEA participants. This investigation will provide important insights into the biological mechanisms through which pesticides and other agricultural exposures may influence multiple myeloma development. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on June 27, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
