Description
The West Texas VA Health Care System (WTVAHCS) is seeking Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) or Small Business (SB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 13. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) are 541990, 562998, 333913 or 237120. Any SDVOSB, VOSB or SB firms who wish to identify their interests and capability to provide this service must notify the Contract Specialist no later than NOON PM Central Time, June 29, 2017. Notification shall be e-mailed to Lula Hill, at lula.hill3@va.gov. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE: Contract Title: Testing, Polishing, and Treatment of Diesel Fuel Stores Background: The West Texas VA Health Care System has a requirement for contractor to perform semi-annual high-speed centrifuge purification and testing of diesel fuel stores located at 300 Veterans Blvd., Big Spring, TX. This maintenance contract is required to maintain diesel fuel stores in optimum condition to support emergency generators and emergency boiler operation in support of patient care. Facility storage tanks include: Underground storage tanks: 20K UST Diesel Tank 15K UST Diesel Tank 4K UST Diesel Tank Above Ground storage Tank: 8K ST Diesel Tank Description of Services: The contractor shall provide all personnel, materials, equipment, and supervision to perform scheduled services for fuel testing, polishing, and treatment as necessary to ensure that fuel contained in each tank meets all current required standards: American Society for Testing and Materials (ASTM) D975, D2709, and D2276 (Standard Specification for Diesel Fuel Oils). Specific Tasks and Deliverables: Contractor shall perform the following: FUEL TESTING The contractor shall perform fuel testing services on all listed fuel tanks, semi-annually, to ensure compliance with the latest ASTM standards D2709 sediment and water percentage by volume; testing for particulate ability; and microorganism test for presence of bacteria, yeast, and fungus. The contractor shall provide an analytical report, documenting the findings of each test, a statement of the level of compliance to each ASTM standard in accordance with ASTM specification D975, and identify the recommended treatment, including all chemical corrections, to ensure compliance with ASTM standards. Deliverable: Diesel Fuel Sample Test Report TREATMENT AND POLISHING Upon approval by the COR, the contractor shall provide semi-annual diesel fuel treatment on all tanks per ASTM standards in accordance with the Diesel Fuel Sample Test Report. Semi-annual fuel treatment shall include polishing by centrifugal filtering method and cleaning. In addition the contractor shall treat with a biocide to prevent the future growth of microbes in the fuel. Upon completion of each service visit, the contractor shall remove all waste, surplus materials, and debris and leave premises clean, and the contractor shall be responsible for all disposal fees and services. Deliverables: Treatment and Polishing Report to include pre and post fuel polishing sample disc. FINAL FUEL TESTING The contractor shall perform final fuel testing services on all Four (4) VA fuel tanks to ensure compliance with the latest ASTM standards. The contractor shall provide an analytical report, documenting the findings of the final test, and a certification statement of the level of compliance to each ASTM standard in accordance with ASTM specification D975. In the event the final test indicates the fuel does not meet ASTM specifications, the contractor shall recommend treatment, including all chemical corrections, to ensure compliance with ASTM standards. Upon the COR s approval the contractor shall re-perform tasks until the tests indicate that ASTM specifications are met. Deliverables: Final Diesel Fuel Sample Test Report Hours of Coverage: Normal business hours of coverage are Monday through Friday from 8:00 am to 4:30 pm Central time, excluding federal holidays. All service/repairs will be performed during normal business hours of coverage unless requested and approved by COR or his designee. Federal Holidays observed by the WTVAHCS are: New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Independence Day Christmas Day If a holiday falls on Sunday, the following Monday will be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government agencies. Also included would be any day specifically declared by the President of the United States. Identification, Parking, Smoking, and VA Regulations: The contractor's FSE's shall wear visible identification at all times while on the premises of the WTVAHCS. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from Police and Security Service. The WTVAHCS will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at the VA facility. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. Security Requirements: The C&A requirements do not apply and a Security Accreditation Package is not required.
