Description
Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Gabon will launch the solicitation on the Federal Business Opportunities (FedBizOpps) website when it is available. The US Embassy has a requirement for building maintenance for its METASYS V5.2.9.0201-based building automation systems (BAS) at its Embassy compound in Libreville, Gabon. The BAS controls the operation of the heating, ventilation and air conditioning (HVAC) system throughout the Embassy Compound. This contract is estimated at between $100,000 and $250,000. All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: •Be able to understand written and spoken English; •Have an established business with a permanent address and telephone listing; •Have the necessary personnel, equipment and financial resources available to perform the work; •Have all licenses and permits required by law; •Meet all insurance requirements; •Have no adverse criminal record; •Have no political or business affiliation which could be considered contrary to the interests of the United States; •Have good experience and past performance records; and, •Identify specialized experience and technical competence required to complete the work in accordance with this solicitation. IN ORDER TO BE CONSIDERED FOR AWARD OF THIS CONTRACT, interested offerors must possess a Defense Security Service (DSS) Interim Secret or Final Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. DOS will not sponsor any firm for a facility clearance for this solicitation due to the immediate performance constraints. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required documentation. Work in non-Controlled Access Areas (non-CAA) may be accomplished by uncleared labor, subject to vetting by the Regional Security Office (RSO). Work within the CAA must be performed by cleared American workers possessing Secret security clearances. Access to and work in core/PCC spaces must be performed by Top Secret cleared labor who may be read on crypto/COMSEC. If a firm is interested in competing for this requirement, please provide an electronic request for a copy of the solicitation documents by May 2, 2017. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore prospective offerors are encouraged to register prior to the submittal of quotations/proposals. FREQUENTLY ASKED QUESTIONS 1-Question: Based on the review of the solicitation documents it appears that the number of points based on the number of building controllers does not appear correct. Is the point count correct? Answer: Estimated Quantity of Hardware Points in BAS: 960 2-Question: Without knowing the total point count it would be rather hard to determine the proposal cost because the majority of the work involves a point to point check out. That would be all the total of all hardware points on all controllers. Answer: In that case, we will count all our Inputs(A/B) and Outputs(A/B). 3-Question: Can you please tell me when this solicitation submission date is? Answer: 06/23/2017 4-Question: Based on the review of the solicitation documents it appears that the number of points based on the number of building controllers does not appear correct. Is the point count correct? This greatly will affect the proposal pricing since a good portion of the price is based on the point to point checkout. Answer: Please consider a total of: •BC: 9 (NAEs and NCEs) •ASC: 199 (VAVs, IOMs, FECs, VFDs) 5-Question:Is the travel reimbursable? Do the travel costs need to be included in the total price from the proposal? Answer: Yes, travel costs are reimbursable per the following guidelines, and are provided in-addition to the total price within the proposal. B.5.3 In connection with authorized travel, the following items are to be on a fixed price basis which will require a receipt for reimbursement: (a) The cost of domestic and overseas economy-class (coach) airfare. (b) The cost of hotel or housing accommodations and other incidentals when travel is undertaken. (c) DBA Insurance (See Section H.2). (d) Miscellaneous expenses incurred in connection with the travel. B.5.4 Miscellaneous travel items such as taxi fares and other ground transportation expenses incurred in connection with the travel, and, if applicable, passport/visa fees, passport/visa photographs, travelers check fees, and airport taxes are also to be on a fixed price basis (receipts required).
