Description
Pre-Solicitation Notice for G1-18 ISO PHASE BUS CONDITION ASSESSMENT The Bureau of Reclamation, Pacific Northwest Regional Officer, has a requirement for inspection and testing of the isolated phase bus shall be in accordance with industry and government standards; Online and offline testing and inspections on the isolated phase bus of: Five (5) units selected by Reclamation and Three (3) units at Keys Pumping Facility; Inspections on the bus duct and enclosure from generator terminals to transformer terminals and including all connection and tap points; visually inspect the inside of each isolated phase bus for cracks in insulators, weld fractures, missing hardware, damaged fire stopping, damaged seal- off bushings, tracking, foreign contaminations, etc.; Inspect the bus for proper grounding/ground connection of the bus duct enclosures (for non-continuous bus); perform EMI diagnostic testing of each isolated phase bus to determine whether there are present any contaminated/loose/cracked bus support insulators, loose bolted joint hardware, deteriorated enclosure insulation, foreign objects in the isolated phase bus enclosures, or defective potential transformer fuses and connections; perform High Potential and Megger testing of each isolated phase bus; perform infrared (IR) thermal imaging of the 13.8-kV isolated phase bus; Measure and record isolated phase bus temperature during normal operating conditions for a period of at least six (6) months; Record generation information (individual Generator operating data) during the same time period as temperature monitoring so that a comparison between temperature and operating conditions can be made. Reclamation intends to award one fixed price purchase order. The anticipated period of performance is 09/1/2017 ¿ 04/30/2019 The applicable North American Industry Classification System (NAICS) is 811310 Quality Control, Testing and Inspection. The applicable service code is H328, Inspection Services/Engines, Turbines and Components. Reclamation intends to award one fixed-price contract. The anticipated date to issue the Request for Quote, R17PS00949, (written) is approximately the second week of July 2017. The anticipated closing date is the first week of August. The anticipated award date is the last week of August. Prospective vendors must be registered in the System for Award Management (SAM) prior to awarding any contract resulting from this solicitation. These items will be purchased in accordance with FAR Part 12 and 13, simplified acquisition procedures apply. This requirement is a total small business set aside. All responsible sources may submit a quotation which shall be considered by the agency. The Government will evaluate quotes based on factors listed in the solicitation.
