- 495 NIINs and Part Numbers Bucket 3A for H-60 Performance Based Supply Chain Management Support. 2,176 NIINs and Part Numbers Buckets 1A, 1B, 2A, 2B, & 3B for H-60 Performance Based Supply Chain Management Support. Defense Logistics Agency (DLA) is issuing solicitation number SPE4AX-17-R-TL23 in reference to the H-60 Performance Based Supply Chain Management holistic project. SPE4AX-17-R-TL23 is issued to add approximately 1,271 NSNs to the Sikorsky Aircraft Corporation (SAC) long term contract (LTC) as a separate performance-based support subsumable contract with metrics and incentives/disincentives tied to achieving improved customer outcomes. This holistic project will also include approximately 905 SAC sole source items either currently on the LTC or being added to the LTC. The whole scope of the holistic project includes a total of approximately 2,176 NSNs that will be managed on the subsumable contract action. In addition, this project contains backup spot-buy support for a population of 495 competitive items (spreadsheet titled 3A) on which SAC will perform analysis to ensure that DLA does not encounter gaps in support. In addition, for this population of items, if a gap is identified, SAC may be asked to fill the gap quantity through a spot-buy until the DLA supply chain delivers. This population of items meets the definition of bundling at FAR 2.101, and it is likely unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107. The expected benefits of this bundling action are listed in FAR 7.107-3 and summarized below: (1) Cost savings (2) Price reduction (3) Quality improvements that will save time or improve or enhance performance or efficiency (4) Reduction in acquisition cycle times (5) Better terms and conditions (6) Anticipated financial benefits equivalent to five (5) percent of the estimated contract or order value (including options) It is the Government's intent to use a letter solicitation format to SAC; therefore, if any source is interested in this requirement, please notify the Contracting Officer prior to the synopsis closing date and submit a complete response on how the offeror would provide holistic support for this population of NSNs to support the H-60 including a complete response to the Government Sources Sought. A copy of the letter of interest should be forwarded to the contracting officer identified herein and Small Business Administration Procurement Center Representative (SBA PCR), michael.massello@sba.gov. The Government may alter the acquisition strategy if sufficient information is received on how another offeror can provide holistic support for this population of items to provide the desired customer outcomes.
