Description
SOURCES SOUGHT ANNOUNCEMENT ONLY. The Eastern Kansas Healthcare System, NCO15 Leavenworth, KS 66048, is conducting a market survey to identify potential sources to provide full maintenance on site, to include all replacements parts, labor, travel expenses, tools, test equipment and other incidentals necessary to maintain or restore the listed equipment to operating specifications which meet or exceed the manufacturer s specifications on water purifying systems. All parts used must be new or factory rebuilt for that model and type of device. In-house engineering will provide first look response to all trouble calls and notify contractor when repair services are needed. The contractor must respond by telephone for diagnostic response within two (2) hours after notification, and must respond on the premises of the Kansas City VA Medical Center within one (1) business day when required for onsite service call as requested by the Contracting Officers Representative (COR) or a designee. Due to the critical nature of the systems supported by this special water treatment a 98% uptime is required. Place of Performance: Department of Veterans Affairs, Kansas City VA Medical Center, 4801 East Linwood Boulevard, Kansas City, Missouri. This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted because of this notice. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. This announcement is issued for informational planning purposes only and is not a request for proposal or announcement of a solicitation. The purpose of this market research is to identify capable sources that are both experienced and qualified to provide maintenance and repair all services for this contract must meet manufacturer s performance and technical specifications, Federal Regulations, and other specifications that may apply such as National Electric Code (NEC), Life Safety Code (LSC), the Joint Commission (JC) and VA Regulations. Also, Contractor must provide the appropriate service documentation at no additional expense. Contractor shall provide hardcopy proof, upon request by COR, that contracting entity is a certified manufacturer service provider and that technicians are current in device certification training. Equipment/ Services Covered by the contract includes: Surgical _SPS 4th Floor Mechanical Room This service has undergone recent upgrades and now consists of two (2) banks of 12 DI tanks. The AquaSwitch and Thornton Meters are the property of the VA Medical Center. These banks are exchanged every 60 days. Dental Room V2-767 This service consists of (1) 10 carbon filter and two (2) MB D-25 tanks. The carbon filter and tanks are exchanged every 90 days. Room M1-558 This service consists of equipment that is owned by Culligan and rented to the VA Medical Center Kansas City. Equipment as follows: -Water Softener -Carbon Filter -Reverse Osmosis Machine -UV Lamp -Storage Tank -Distribution Pump -Post and Pre-Treatment Filters *Includes Quarterly Service Contract. Along with the equipment rental, expendables include sub-micron filter changes (2) filters every 6 months. (2) 9 MB polishing DI tanks (4 exchanged included over year). Brine tank is filled with salt as needed. Salt usage averages 15 bags per year. Another expendable UV bulb and RO pre-filters averaging. Aries Gemini HP Microbiology Room M2-443 The Aries desktop unit uses portable exchange DI tank to pre-treat city water feed. This system is the property of Culligan and is rented to the VA Kansas City Medical Center. It consists of the following: Pre treatment: o 10 BB GAC Carbon Filter o (2) D-45 Mixed Bed Resin DI Tanks o 1 Meg Ohm Quality Light o 10 5 Micron Resin Trap Polisher: Aries Gemini Digital Resistivity Meter Low TOC UV Equipped In-line.05 Micron Filter VP Mixed Bed Cartridges Dispensing Gun The following expendables are included: o (4) GAC Carbon Filters Per Year o (4) D-45 Mixed Bed Tanks Per Year o (4) 10 5 Micron Filters Per Year o (2) VP MB Cartridges o (2) In0line.05 Micron Filters o Bi-Annual System Disinfections o 24-Hour Emergency Service Included o Maintenance will be performed quarterly during normal working hours o All equipment repairs and replacements parts Basement This system consists of Culligan owned equipment that is rented. Equipment includes the following: -PE Carbon Tanks -Water Softener -Reverse Osmosis Machine -Storage Tank -Distribution Pump -(2) 9 MB polishing DI tanks (4 exchanges included per year) -Post and Pre-treatment Filters -Included in Monthly Service Contract In addition to the rental equipment, 6 MB DI tanks are used for polishing. (3) of these MB tanks are exchanged approximately 7 times per year and (4) Carbon tanks are exchanged per year. Biomed Office Room F6-130 This is a rental water system owned by Culligan and is located in the Biomedical Engineering office. -Culligan AC Reverse Osmosis Machine -3 Gallon Storage Tank -Distribution Faucet -Includes Yearly Filter and membrane replacement Building 26 (Valor Pavilion) Water Softeners This water system is located in the basement of building 26 and services both the hot and cold water throughout the building. VA owned equipment: -Triplex Progressive Culligan CSM 300-3 Water Softeners The following services and expendables are included: o Quarterly Cycle Control for Specification performance o Quarterly Inspect and Clean Pilot Valve Feed Assembly o Quarterly Inspect and Clean Paddle Meter o Monthly Review Program History o Monthly Incoming Water Hardness Test (GPG) o Monthly Product Water Hardness Test (GPG) o Monthly fills of Brine Tank Includes up to 14,700 Lbs Salt per year 7th Floor Dialysis Central RO Dialysis Water System VA Owned equipment: -Blend Valve, Booster Pump, Water Softener, Carbon Filters, Dealkalizer, Reverse Osmosis, Endotoxin Filter, Heatsan Culligan owned DI Tanks, Expendables, and Labor: we follow the procedure as the manufacturer specifies in section 5.1 in the O&M Manual for Central System Application. Services will be performed at approximately 5:30 pm on weekday evenings, but will be scheduled with the nurse manager and Biomed department. This agreement includes, but is not limited to the following: -Disinfection Labor, Chemicals, and Test strips -----(performed monthly) Includes 12 per year -20 High temperature.2Micron Endotoxin Filter---(every six months) Includes 2 per year -20 BB 5 Micron RO Filters -------- (replaced every month) Includes 12 per year -14 Mixed Bed 510K Mixed Bed DI Tanks ----({2} replaced quarterly) Includes 8 per year All equipment is owned by Culligan. ROs and monthly services and expendables are included. Reference: Service Agreement and monthly rental for (3) Centurion Portable Heat Disinfect RO systems. This quote includes the rental 0f (3) Centurion ROs and the following routine services: Equipment includes: § (3) ROs designed for single patient treatments § Up to 150/ml perminute product water § 20 x 20 portable cart § Cart includes (2) carbon cartridge filters § Includes endotoxin rated ultra-filter § Digital state of the art controls § Cool drain technology § Includes shipping, start up and training Services include: ΓΊ Disinfection labor and chemicals services will be performed on weekends as needed ΓΊ Includes monthly replacement of 20 carbon filters ΓΊ Monthly replacement of 1 micron pre-filters ΓΊ Includes yearly replacement of endotoxin filters Facilities Water testing water test for Legionella and SPS water analysis Reference: Sampling and Analyzing for pH, Temperature, Chlorine, Legionella This quote includes quarterly sampling and testing of )40) locations that will be specifically designed by the VA Kansas City Medical Center. The report given will include the temperature, pH, and Chlorine level at each of the locations. The service will be conducted during regular business hours and will be limited to 8 hours on job site. Vendor will not enter Insafe areas that would requires special safety equipment; this may include but is not limited to breathing apparatus and safety harnesses. Includes (6) water samples pulled from SPS area (soft water) and will include a full analysis that includes the results from (as set forth by AAMI TIR34:2007 Categories of water quality for medical device reprocessing): -Bacteria, Total Organic Carbons, Water Hardness, Total Dissolved Solids, Chlorine, Iron, Copper, Manganese, Color and Turbidity. Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.com) and Representations and Certifications must be completed prior to any future award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and support service being requested. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The North American Industry Classification System Code (NAICS) is 811219 and the small business size standard is $20.5 Million for this type of effort. Based on this information, please indicate whether your company would be a Large or Small Business and have a socio-economic designation as a small business, VOSB or SDVOSB.
