The Liquid Argon National Stock Number (NSN) is 9135-00-759-7634. The Federal Supply Class is 9135 for Liquid Propellant and Fuel - Chemical Base. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals will be requested and a written solicitation will not be issued. 1. The solicitation number is SPE601-17-R-0316. 2. Date Posted: 26 June 2017 3. Response Date: 11 July 2017 4. The solicitation is issued as a Request for Proposal (RFP). 5. This procurement is FULL AND OPEN COMEPTITION. 6. The Small Business size standard is 1000 employees. 7. The associated NAICS code is 325120, Industrial Gas Manufacturing. 8. The Classification Code is 91, Fuels, lubricants, oils & waxes. 9. DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Liquid Argon f.o.b. destination into a Contractor provided tank at Battelle Memorial Institute, Pacific Northwest Division for U.S. Department of Energy (DOE) in Richland, WA. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of Liquid Argon. Liquid Argon (NSN 9135-00-759-7634) shall meet the requirements of Type II, Grade A, MIL-PRF-27415C, Argon, Liquid, dated August 7, 2013. Installation, monthly lease and removal of one storage tank with capacity between 3,000.0 GL and 11,000.0 GL (34,884.0 LB and 127,910.0 LB). Installation, monthly lease and removal of telemetry system. Delivery address for this requirement is: Battelle Memorial Institute, Pacific Northwest Division DOE Building 3410, 2400 Stevens Drive, Richland, WA 99354. The period of performance is from date of award thru September 30, 2018 with an option to extend up to six months. 10. The attachments are in support of this Combined Synopsis. Please use these attachments in preparing and submitting your firm's proposal: Attachment 1 provides the Schedule with the contract line items (CLINs) for each requirement. Attachment 2 provides a Statement of Objectives (SOO) with a complete description of the requirements. Attachment 3 provides MIL-PRF-27415C, Dated 7 August 2013. Attachment 4 provides Aerospace Energy Provisions. Attachment 5 provides Transport Equipment Delay Certificate. Attachment 6 provides Contractor Performance Data Sheet. Attachment 7 provides Construction Safety Manual. 11. Additional Technical Requirements for Combined Synopsis Solicitation SPE601-17-R-0316 replaces Combined Synopsis Solicitation SPE601-17-R-0311: • Final delivery pressure for the Argon Gas should be ~117 PSI. • Typical Flow volume for the Argon Gas is 1 inch per day (50.6 gallons) and Peak Flow (High Flow) demands is ~5 inches per day (253 gallons). • Cycle time or duration of flow is 24/7. • Temperature is not required on the Telemetry Unit. • The customer cannot incur any down time while equipment is being changed out. • See specification MIL-PRF-277415C dated 01 Aug 2013 for more detail about liquid argon and impurities and sampling and testing. Also see paragraph 2 Product Specifications and Testing Requirements of Statement of Objectives (SOO). The impurities being tested include water, dewpoint, oxygen, hydrogen, nitrogen, total hydrocarbons as methane, carbon dioxide. Subparagraph 2.2 says In addition to the reports required elsewhere within this contract, one copy of the Certificate of Analysis for each sample required by the specification shall be submitted as an attachment to the applicable Invoice, Receipt, Acceptance and Property Transfer (iRAPT) Combo document. In the event some portion of the required testing is waived a Certificate of Analysis is still required for each shipment and invoice combo in iRAPT. • The specification is MIL-PRF-277415C dated 01 Aug 2013 and it does contain a requirement to test for hydrogen. The specification cannot be changed. Testing for hydrogen may be waived on a case by case basis. Request for waiver must be indicated in your proposal. • The specification is MIL-PRF-277415C dated 01 Aug 2013. Filters are required and they will not be waived. • With regard to the product, Inspection for quality is at origin or source. Inspection for quantity is at destination. • Storage tank will be installed on a concrete pad that already exists in the area. 12. * I0005 Clause I209.09 EXTENSION PROVISIONS (DLA ENERGY JAN 2012) applies and is incorporated in full text in Attachment 4. I209.09 Extension Provisions (DLA Energy JAN 2012) allows the Government to extend the period of performance for up to six months on a unilateral basis. The method for evaluating the extension period and its associated quantities is to multiply an additional six months of requirements by the offered unit and then add evaluated price for the existing evaluated price for each line item. 13. EVALUATION PROCEDURES: For price evaluation purposes, the evaluated price of each product CLIN (0001 and 0002) and non-product services CLINs (0003, 0004, 0005 and 0006) will be calculated by multiplying the proposed quantity (including for the six-month extension identified in I209.09 Extension Provisions) by the proposed unit price of the product(s), which should include all costs associated with the offeror's delivery of product to Battelle Memorial Institute, Pacific Northwest Division U.S. Department of Energy (DOE) Building 3410, 2400 Stevens Drive, Richland, WA 99354. The non-product services CLINS (0007, 0008, 0009, 0010 and 0011) will not be included in the evaluation for award, but will be evaluated for price reasonableness and included as a CLIN in each contract award. 14. BASIS FOR AWARD: The Contracting Officer (CO) will award to the lowest-priced (as evaluated above), responsible offerors whose prices are determined fair and reasonable. The Government intends to award only one Requirement-Type Contract (product and location) but may award multiple contracts in order to fulfill the requirement. 15. Offerors shall provide a list of current commercial and Government contracts with points of contact and telephone numbers to assist the CO in determination of satisfactory past performance, see Attachment 6. 16. *Offerors shall include a completed copy of the provision at 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, Alt 1.
