Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations, (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Request for Quote, (RFQ), Number is DJF-17-2200-PR-0003995 and shall be referenced on all quotes. This acquisition is being conducted as a 100% small business set aside. The North American Industrial Classification System Code is 334419; the size standard is 500 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, effective 01-19-2017. Technical capability will be determined solely on the content and merit of the information submitted in response to this combined synopsis/solicitation. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the Offeror's quote. The Federal Bureau of Investigation, (FBI), has a requirement for a one time fixed price purchase of a mobile/portable digital x-ray system, quantity of two (2), meeting or exceeding the following salient characteristics: Environment: each component of the system shall be capable of operating in a maritime environment. Such environment includes aboard ships in port or offshore; small boats, and remote, beach/coastal areas. Controller/GUI Shall be: • a ruggedized tablet style CPU with touch screen (ruggedized outside of equipment case); ruggedized feature may be virtue of a protective cover • keyboard and mouse compatible (wireless acceptable) • powered by an internal rechargeable battery • capable of operating for 2 hours unplugged from a full charge • capable of withstanding a fall of no less than three (3) feet onto a hard surface • water resistant (capable of withstanding heavy splashing, spills, moist air, and conditions similar in nature or of like condition) • Controller shall run OS software compatible with the full (not mobile) version of the community standard X-ray Tool Kit (XTK) software (produced by the Department of Energy (DOE). • Capable of processing an image wirelessly through secure direct RF control of the Collector. Secure direct RF is defined as a limited range closed network; that which does not operate using cellular networks (such as LTE, 4G, etc.) nor Internet protocol (IP) supported networks. Direct WI-FI and/or Bluetooth are acceptable, provided basic encryption (ex. WPA2, et.) capability exists. Collector (aka panel) Shall be: • ruggedized • capable of withstanding a fall of no less than three (3) feet onto a hard surface • water resistant (capable of withstanding heavy splashing, spills, moist air, and conditions similar in nature or of like condition) • shall not exceed the required size: 10"x12" + or - 2" in each dimension (with nominal collection area of at least 10"x12" • powered by an internal rechargeable battery (spare preferred but not mandatory) • capable of being controlled (driven) directly through/by the XTK software • capable of being hardwired to the Controller tablet in order to allow processing in an ECM environment or when desired by the operator • compatible with the Golden XR-150 X-ray source • Capable of storing a minimum quantity of 200 high resolution/high dose images and able to download them via a thumb drive or other removable media. Size : The entire system with X-ray generator (planned use of Golden XR-150) shall fit into a single standard M9 style backpack to support dismounted mobile operations. Components : shall not exceed more than two primary pieces of hardware; and system shall include a charging cable, one each, for the Controller and Collector. Operating Temperature : The system shall operate in temperatures ranging from 0° F to 130° F. Power Capability : System shall take 40 low dose images (=1 pulse) or ten high dose images (=50 pulses) before requiring a recharge. Delivery of items shall be within 30 days After Receipt of Order, (ARO). The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Governments rights under the Inspection Clause, nor does it limit the Governments rights with regard to the other terms and conditions of the contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. In the event of a conflict the terms and conditions of the Governments contract shall take precedence over the warranty. FAR Clauses and Provisions applicable to this acquisition can be obtained from the website, http://www.acqent.gov. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1, Instructions to Offeror - Commercial Items (Jan 2017); Evaluation - Commercial Items; offers shall be evaluated on a low cost, technically acceptable basis. 52.212-3, Offeror Representations and Certifications - Commercial Items (Mar 2003); 52.212-4, Contract Terms and Conditions - Commercial Items (Jan 2017); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2017), applicable clauses under 52.212-5 include: a); b) 4; 8; 14; 15; 22; 25; 26; 27; 28; 30; 33; 44; 51; 57. (e). 52.211-6, Brand Name or Equal (Aug 1999); Small Business Accelerated Payment - The contractor must indicate its business size on each invoice to assist the payment office in determining eligibility for accelerated payment in accordance with OMB memo M-11-32, "Accelerating Payments to Small Businesses for Goods and Services," dated 10/14/2011. The Prompt Payment Act still applies to this action; however, the agency will make best efforts to pay proper invoices within 15 days. FBI-ISI Invoice Submission Instructions - (Apr 2016) The invoice should be attached to an email, and sent to the following address: central_invoices@ic.fbi.gov. It is imperative that the invoice contains current and accurate contract information (contract/order number), otherwise it risks being rejected. Upon receipt of the invoice, a confirmation email will be sent back to the sending email address. At this point, the invoice is considered received, and will begin processing through the FBI's internal payment systems. Please note, invoices received before 5 pm EST (Monday-Friday) will be considered "received" that business day. Any invoices received after 5 pm will be considered "received" and will be entered into the invoices system on the following business day. Addendum to 52.212-1, Modify (b) Submission from Offers, to read as follows: Quotes shall be submitted by facsimile, to Mrs. Margaret D. Einspahr, Contracting Officer, (703) 632-1640, or by e-mail: mdeinspahr@fbi.gov, no later than, Wednesday, July 5, 2017, 10:00 am Eastern. Quotes shall be clearly marked RFQ DJF-17-2200-PR-0003995. Offerors are hereby notified that if their quote is not received by the date, time and location specified in this announcement, it will not be considered. All responsible sources may submit a quotation which shall be considered by the agency.
