- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SOLICITATION NUMBER: NB610030-17-03560 RESPONSE DATE: July 6, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Advanced Research Systems, Inc. for a helium compressor and cool-pack. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The NIST's NCNR facility maintains and operates a research instrument named MACS. This instrument utilizes a cryogenically cooled, selectable filter array which is cryogenically cooled using (2) two Advanced Research Systems Inc. DE-104 expanders, (1) one Advanced Research Systems Inc. HC-4 compressor, and (1) one cool-pack water cooling unit. The purpose of this acquisition is to purchase a spare helium compressor and cool-pack for NCNR's closed cycle cryogenically cooled refrigerator. The closed cycled refrigerator was manufactured by Advanced Research Systems Inc. The spares would be utilized when the current compressor or cool-pack required repair, and can be used during preventative maintenance to keep the system continuously operational. The spare compressor and cool-pack must be directly compatible with the current system and provide for a warranty of the new used. Additionally, the new compressor and cool-pack must not void any of the current warranties that are in place. SPECIFICATIONS: The new spare compressor shall supply electrical power to the (2) two Advanced Research Systems Inc. DE-104 Expanders that are already installed in the Filter Array. The supplied compressor shall operate on a 208-230 VAC+ or - 5%, 1Ph, 60Hz circuit in the MACS instrument at the NIST's NCNR facility. The spare compressor shall draw no more than 19 FLA (Full Load Amperage) and draw no more than 80 LRA (Lock Rotor Amperage) while starting and powering (2) two Advanced Research Systems Inc. DE-110 Expanders. The compressor shall operate with a 30 A (Amperage) maximum external electrical service circuit breaker or fuse. The ambient temperature of the compressor and cool-pack shall operate at 65-90 F. The compressor shall cool the (2) Advanced Research Systems DE-104 Expanders from room temperature (295 K) to (50 K) in 48 hours. The (2) two DE-104 Expanders that the system is now cooled by, are in permanent operation, and attached to the filter array, sealed in a vacuum. This filter array must remain operational, with that vacuum intact. The stated specifications for these Advanced Research Systems Inc. expanders are as follows: •Cooldown time to 20K: 15(77) minutes •Temperature range: 25K-350K •Cooling Power: 35 watts/77K Delivery shall be FOB destination and take place six (6) weeks from receipt of order unless mutually agreed upon the Government's ability to receive earlier. This requirement is expected to be awarded in July, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. In addition, interested sources shall provide an associated standard manufactures warranty with the helium compressor and cool-pack for use with the closed cycle refrigerator. The Government will consider responses received by 1:00 p.m. Eastern on July 6, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
