- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs (VA) Eastern Colorado Health Care System Denver VA Medical Center (VAMC) and The Network Contracting Office (NCO) 19 are performing market research to determine if there sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Business to set aside Firm Fixed Price Microbiological Blood Culture Testing contract. The Government will use responses to this notice to make the appropriate acquisition decision. The selected contractor shall furnish labor and facilities to provide The following instruments will be installed at the Denver VAMC: Microbiological blood culture detection system, Identification (ID), Antimicrobial susceptibility testing (AST) system, Matrix Assisted Laser Desorption Ionization Time of flight (MALDI-TOF), Mycobacterium detection system, and Integrated software to link all equipment s as listed above which shall have the capability of performing or reporting the clinical parameters as defined for the Denver VAMC in accordance with the terms and conditions stated herein. The contractor shall also provide all equipment, reagents, standards, controls, supplies, consumable/disposable items, parts, accessories and any other item required for the proper operation of its contractor owned analyzer and peripherals necessary for the generation of the Cost per Test (CPT) services on behalf of the Denver VAMC. The instruments shall be able to simultaneously perform the complete profile as described below and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). The assessment shall cover requirement for volume as listed in (Attachment A) herein. The Contractor shall propose the suggested/ recommended equipment/reagents for all Denver VAMC that meet the requirements of the facility. Additional Fixed Cost Disclosure: All pieces of equipment required for system operation as requested, including but not limited to: Instruments, service agreements and maintenance of all equipment, hardware and software including all installation costs, service, maintenance and future software upgrades and requested training trips per year, are to be separated into an initially defined total cost disclosure for the contract period. CPT shall note test cost plus additional defined fixed costs per test/ surcharge. Increase in test volume shall not incur increase in additional fixed costs unless new equipment has been added in addition to the current provided services. Basic Requirements: The system must contain random access technologies that improve workflow. Fast, accurate result, and FDA approved tests/reagents Pre-applied barcoded cards/panels, reagents, and disposables for reducing errors and traceability Patient and sample information must be linked from sample set-up through final reporting Results and system information easily accessed remotely Parallel sample preparation by multiple technologists at different benches Individual log-in for complete traceability Bi-directional interface with LIS, and linking of all instruments for reducing error and less manually data handling for specimen management and traceability Ability to connect rapid microbiology identification (ID) and antimicrobial susceptibility testing (AST) systems Compliant with middleware (Data Innovations) for LIS connectivity Operating humidity range: 20% to 80% relative humidity Operating ambient temperature: 20 C to 30 C Instrument must be operational and provide accurate results at high altitude The total contract period shall be one base year and four (4) inclusive option year periods not to exceed five (5) years. The total contract amount, including all options years, shall not exceed $1,266, 000.00 This contemplated solicitation will be evaluated based on best value in terms of past performance, and technical capabilities in accordance with FAR 13. All interested contractors who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities statements and indicate which small business category for which they qualify to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), July 13, 2017. NAICS Code 334516 is applicable to this acquisition, and the size standard 1,000 Employees. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System Award Management System (SAM) database prior to award of a contract.
