Exhibit A - Contract Data Requirement List (CDRL) A001 Attachment 3 - Buy American Certification Attachment 2 - Layout Drawing Attachment 1 - SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is W911QY-17-Q-DAB2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95, effective 19 January 2017. The US Army Natick Soldier Research, Development and Engineering Center (NSRDEC) has a requirement for the purchase of a vacuum conveying, drying and blending system in support of research and development (R&D) objectives for its fiber production facility. This is a full and open competition using Simplified Acquisition Procedures IAW Federal Acquisition Regulation (FAR) Part 13 under NAICS code 333249 Other Industrial Machinery Manufacturing. The small business size standard is 500 employees. Funds are not presently available for this acquisition. The issuance of this solicitation does not commit the Government to make an award. DESCRIPTION OF REQUIREMENT: 1. The Contractor shall deliver and, optionally, install a commercially available, vacuum conveying, drying and blending system that meets the specifications defined in Attachment 1 - Statement of Work (SOW). The line items (CLINs) below are anticipated to be included in the resultant contract. The offeror shall provide a price for CLIN 0001 and may provide a price for CLINs 0002 and 0003, if the offeror provides installation services with its own or subcontractor personnel, below in its quotation. The proposed price for CLIN 0003 shall also include travel costs to the NSRDEC in Natick, MA to perform the onsite installation. CLIN 0004 is not separately priced (NSP) and will be included in the cost of CLIN 0001 (see paragraph 2 below). All CLINs must be inclusive of all charges and with FOB Destination shipping terms. CLIN 0001 QTY: 1 Each Drying and Blending System (see NOTE) CLIN 0002 QTY: 1 Each Flex Hose (OPTION) CLIN 0003 QTY: 1 Job Installation of Drying and Blending System inc. travel (OPTION) CLIN 0004 NSP Utility Interface Connection Documentation (CDRL A001) NOTE: All components listed as specific requirements in the SOW (Attachment 1, para. 2.b(1)) are REQUIRED in CLIN 0001, with the exception of the flex hose footage indicated as an option at para. 2.b(1)(a)(ii)A (however, the vacuum line size indicated at 2.b(1)(a)(ii) is a requirement). If installation is included in this quote, a price for CLIN 0002 must be provided. If installation is not included in this quote, but the Offeror is able to provide the flex hose apart from proposing installation, a price for CLIN 0002 is desired. Pricing for Installation (SOW para 2.b(2)) and associated travel (SOW para 3), if part of this quote, shall be priced in CLIN 0003. 2. The Contractor shall deliver utility interface connection documentation (e.g., engineering drawings, piping and instrumentation diagram (P&IDs), plus any support utility requirements) in accordance with Exhibit A - DD Form 1423 Contract Data Requirements List (CDRL) A001. SUBMISSION REQUIREMENTS (ADDENDUM TO FAR 52.212-1): The Government will evaluate all submitted responses in accordance with the submission and evaluation criteria described herein. Failure to include any of the items below may render the Offeror non-responsive. Responses to this announcement shall include: 1. A Firm Fixed Price quote, inclusive of all charges and with FOB Destination shipping terms, for the requirement stated above. The quotation shall not include taxes (tax exempt certificate may be provided to the awardee upon request). The response to this solicitation shall include company name and address, CAGE Code, DUNS Number, Point of Contact name and e-mail address, and acknowledgement of amendments to this solicitation (if any). 2. Completed and signed representations and certifications. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 333249. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Contractors are encouraged to complete SAM registration as soon as possible; the Government may not delay award for the purpose of allowing a contractor time to register in SAM. 3. In accordance with DFARS 252.225-7036, completion of Attachment 3, the certification and identification of country of origin for products delivered under this contract as found at DFARS 252.225-7035, is required. 4. Past Performance References: The Offeror shall include in its proposal the following information for no more than three (3) recent customer references for the items proposed: a. Contract/purchase order number, date and brief description b. Name, e-mail address, and telephone number of POC Offerors are advised that the Government may obtain Past Performance information from interviews/questionnaires tailored to the circumstances of this acquisition and/or any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. 5. The Offeror shall also include product specifications in sufficient detail that demonstrate the proposed drying and blending system's conformance to the Statement of Work - Attachment 1. ADDENDUM TO FAR 52.212-2 - EVALUATION CRITERIA: Award will be made to the responsible (See also DFARS 252.213-7000), responsive Offeror whose offer represents the best value based upon a comparative evaluation of offers IAW FAR 13.106-2. The Government shall evaluate the technical acceptability of the offer's quoted product (see para 5 above) for the description of the requirement contained in Attachment 1 - Statement of Work, past performance, and price. Price shall be evaluated for fairness and reasonableness and be inclusive of the optional CLINs, however, offeror's providing installation services will receive a higher technical evaluation. Price and non-price factors are equal in importance, therefore the Government reserve the right to award to other than the most highly rated, or other than the lowest price, offer. The Government intends to award without discussions but reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Provision 52.212-2 Evaluation -- Commercial Items, applies and specific evaluation criteria to be used are contained in the section "ADDENDUM TO FAR 52.212-2 - EVALUATION CRITERIA" above. Provision 52.212-3 Offeror Representations and Certifications -- Commercial Items Alt 1, applies and specific requirements for providing Offeror Representations and Certifications with its offer are included in SUBMISSION REQUIREMENTS paragraphs 2 and 3 above. The offeror's attention is directed to the requirement to provide country of origin information IAW DFARS 252.225-7035. Clause 52.212-4 Contract Terms and Conditions -- Commercial Items, applies to this acquisition; and the Product Description/Statement of Work (SOW) and additional terms and conditions below shall be included as addenda to this clause. IAW FAR 52.212-4(v) the awardees representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.
