Description
This Request for Information (RFI) Sources Sought (SS) is to identify any interested sources before soliciting a non-competitive acquisition per FAR 6.302-1 "Only One Responsible Source" for a new contract for Integrated Air and Missile Defense (IAMD) Launcher Interface Network Kit (LINK)/ Software (SW) Fire Solution Computer (SFSC) support. This is not a solicitation for proposals and no contract shall be awarded from this announcement. This is not a request for proposal. The requirements of this acquisition are to manufacture and deliver LINK end items to use for the IAMD Battle Command System (IBCS) Program in support of Engineering and Manufacturing Development (EMD) and Low Rate Initial Production (LRIP) activities; provide engineering, software, and logistical efforts as required to develop and incorporate LINK problem fixes and obsolescent part replacements; provide repair and replace support for the system; provide spares, Technical Data Package (TDP) updates, documentation updates, support Modification Work Order (MWO)/Engineering Change Proposal (ECP) activities, and the conduct of a Physical Configuration Audit (PCA). This effort also requires the support of PAC-3/MSE processing ground equipment and testing and perform PAC-3/MSE post-test missile performance analysis. The anticipated contract period of performance will be for five years from contract award. Unlike traditional acquisition programs that focus primarily on the development of a single system or platform, the Army IAMD (AIAMD) Program is uniquely structured to enable the development of an overarching System of Systems (SoS) capability with all participating Army Air Defense components functioning interdependently to provide total-operational capabilities not achievable by the individual element systems. The AIAMD program achieves this objective by establishing the AIAMD architecture and developing the IBCS that provides Engagement Operations Centers (EOCs) implementing common integrated fire control capability for fire control connectivity enabling distributed operations, and the common Plug and Fight (P&F) B-Kits located on the EOCs. The IFCN Relays network enable existing sensor components and weapon components with IBCS. P&F A-Kits are developed and integrated on the various Component Acquisition Program (CAP) weapon and sensor Major End Items (MEI) and are interfaced to IBCS, which implements the overarching IAMD SoS integrated fire control capability. The Launcher Interface Network Kit (LINK) is a Launcher Action Message (LAM) / Launcher Response Message (LRM) translator box, which connects PATRIOT launchers (PAC-2/PAC-3 variants) to the IBCS network via the IFCN Relay or the IBCS EOC. The Government has a LINK TDP and the Software End Item (executable) for this effort. The TDP and SW Executable can be provided as Government Furnished Information (GFI). The responses shall address: • SHORT PRODUCTION LEAD TIME. Conceptual approach, estimated engineering, requalification and manufacturing lead times, key Government Furnished Property needed, driving assumptions and risks associated with the production starting May 2019. • MANUFACTURING CAPABILITIES. Address the capacity, location, and status of the manufacturing capability for the identified NDI solution (e.g., are the NDI subsystem currently. Identify the customers who have purchased the identified NDI solution.) All responses shall be submitted to the U.S. Army Contracting command, ATTN: CCAM-SM-A/Pamela R. Russell/Nicholas B. Written responses shall be received by 1500 CDT on the day this RFI closes. All questions and comments must be in writing (electronic email responses are acceptable), and no telephone calls will be accepted. The submission of this information is for planning purposes and is not to be construed as a commitment by the Government to procure any items, nor does the U.S. Army intend to award on the basis of this request for sources sought or otherwise pay for the information solicited.
