Description
Previously, a Sources Sought was issued for the USS TORNADO (PC 14) with the place of performance identified as Mayport, Florida homeport area. Based on responses received; the place of performance has been modified to include locations no more than 650 miles from Mayport, Florida. This Sources Sought synopsis seeks to determine sources capable of supporting the upcoming Docking Phased Maintenance Availability (DPMA) onboard USS TORNADO (PC 14) to include performance of dry-docking and pier-side maintenance, repair, and alterations with the start of the contract anticipated to begin in November 2017. This is neither a solicitation nor request for proposal. It does not obligate the Government to any contract award. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611.The Government will use responses from this sources sought synopsis to make a decision about whether adequate competition exists within 650 miles from Mayport, Florida. Contractors are required to hold, or meet the eligibility requirements to hold, a Master Ship Repair Agreement (MSRA) by the start of the contract. Contractors are required to have a facility capable of berthing PC class vessel. The facility must be in the Naval Station Mayport homeport area and meet all water depth and access requirements as defined by FY-18 NAVSEA Standard Item (CHANGE ONE). The facility must be available for use from November 2017 to July 2018. Contractors are required to own a dry dock capable of docking a PC class vessel or a have a letter of commitment from the owner of a facility capable of docking a PC that is certified to MIL-STD-1625D(SH) or capable of being certified to MIL-STD-1625D(SH) no later than thirty days prior to the start of the contract. Telephone or Fax inquires will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will evaluate market information to ascertain the potential market. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone or Fax inquires will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest and documentation relating to docking capability. The notice of interest shall include the contractor name, CAGE code, organization size, MSRA number or status of MSRA application/review as well as the email address, telephone number, and mailing address of a point of contact for the organization. Documentation relating to docking capability shall include written proof of ownership or a letter of commitment to use a facility certified to MIL-STD-1625D(SH) capable of docking PC class vessels in the Mayport homeport area. Contractors shall provide proof of facility certification or a detailed plan of action and milestones describing how the facility capable of being certified to MIL-STD-1625D(SH) no later than thirty days prior to the start of the contract. The Government's market research is based on FAR Part 19 and the result of the market research will contribute to determining the method of procurement. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach.
