Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire support services, in accordance with 10 U.S.C.2304(c) (1), śOnly one responsible source and no other supplies or services will satisfy agency requirements ť, as implemented by FAR 6.302-1. A cost plus fixed fee sole source modification to current contract N0018917CZ026 with National Security Innovations (NSI), Inc. is anticipated to satisfy this requirement. The proposed acquisition will consist of additional contractor support services for Joint Staff Directorate (JS) J-39 Washington DC for JS ™s Strategic Multi-Layer Assessments (SMAs). SMAs are analytical studies performed for the Combatant Commands (COCOMS) regarding complex operational imperatives requiring multi-agency, multi-disciplinary solutions outside of core Service/Agency competency. The support provided under the contract consists broadly of mission analyses, qualitative and quantitative analyses, interagency politico-military war gaming and simulations to assess near and long term geo-political trends, identify indicators, and scope out options to achieve strategic and operational goals through analytic, technical, managerial and administrative support to enhance the SMA mission. Additional requirements have emerged that will require an increase in contractor man-hours under the existing contracted SMA support, and the government intends to modify the existing contract to implement these changes. The anticipated period of performance for this action will be 01 August 2017 through 27 March 2018. This is a supplemental requirement within the scope of work currently being performed by NSI under contract N0018917CZ026. The proposed acquisition is for services which the Navy intends to solicit and negotiate with only one source.
