- List of Required Chemicals Purchase Description Chemical Library of 62 Compounds Competitive Combined Synopsis/Solicitation HHS-NIH-NIDA-SSSA-CSS-17-376 INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-17-376 and the solicitation is issued as a request for quotation (RFQ). ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5- Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, dated January 19, 2017. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The procurement is classified under NAICS code 325998 with a Size Standard of 500 Employees. SET-ASIDE STATUS This acquisition is unrestricted. DESCRIPTION OF REQUIREMENT Background The National Center for Advancing Translational Sciences (NCATS) works to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. Small molecule screening is often the starting point in NCATS structure-activity relationship (SAR) design efforts towards synthesizing novel compounds that have more desirable properties. A diverse and novel screening collection library is imperative for translational sciences to obtain effective small molecules with on-target effects. Purpose The purpose of this acquisition is to procure a chemical library inclusive of sixty-two (62) identified small molecules. The chemical library shall be added to existing NCATS small molecule screening libraries. Requirements The Government requires delivery of a chemical library inclusive of sixty-two (62) identified small molecules with purity of >=95%. Samples may be provided in liquid or powder form and shall be delivered in barcoded vials. Please see the attached spreadsheet for a list of the required chemicals and associated required quantities. In addition to provision of the required small molecules, the Government also requires the following electronic information for each required chemical compound: •Chemical Structure •Supplier Catalog Number •Compound Name •CAS ID •Molecule Weight •Simplified Molecular-Input Line-Entry System (SMILES) or equivalent chemical structure information •Accurate Weight of Compound Shipped measured to 1 decimal point in milligrams Contract Type A Firm Fixed Price purchase order is contemplated. Invoicing shall be on a NET30 basis and payment shall be made via Electronic Funds Transfer (EFT). Period of Performance Delivery of compounds and associated information must be completed within six (6) weeks after contractor receipt of order. Delivery shall be made to NIH/NCATS, 9800 Medical Center Drive, Bldg. B, Room 2002, Rockville, MD 20850. Electronic information associated with the compounds shall be delivered via email or through FTP/download service if the file size exceeds 10 MB. APPLICABLE CLAUSES AND PROVISIONS The following FAR clauses and provisions shall apply to this solicitation: 1.All Offerors MUST be actively registered in the System for Award Management (SAM) www.sam.gov. 2.The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items (January 2017), applies to this acquisition. 3.FAR clause 52.212-2, Evaluation - Commercial Items (October 2014) applies to this acquisition as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This requirement shall be evaluated on the basis of lowest price technically acceptable. The Contractor must provide all of the required compounds in the required quantities, as well as the required electronic information, and must guarantee its timely delivery, all in accordance with this solicitation's requirements. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 4.A completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items (January 2017), is required with any offer submitted. Question and Answer Period Interested contractors may submit questions relating to this requirement. Questions shall be submitted to the contract specialist, Lauren Phelps, via email at lauren.phelps@nih.gov by or before 12:00 PM EST on June 29, 2017. Late questions shall not be accepted. Questions will be anonymized and answered and the answers will be provided as soon as possible after the question deadline via solicitation amendment. Should no questions be received, no amendment shall be posted. RESPONSE FORMAT Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The offeror must submit a price quotation as well as a cover letter addressing the requirements detailed in this solicitation. The price quotation must include shipping costs. Please submit proposals which may be printed double-sided for energy efficiency and environmental sustainability. Contractors must provide their Company Name, Dun & Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), Business Size, Physical Address, and Point of Contact Information in their responses. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." EVALUATION CRITERIA The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
