- The Department of Veterans Affairs Program Contracting Activity Central (VA-PCAC), intends to sole source this contract to Power & Energy Systems, Inc., to provide operational instruction, for Battle Creek VA Medical Center (BC VAMC) staff, located in Battle Creek, Michigan. Operational instruction will be for the newly installed biomass fueled combined heat and power (CHP) plant. The biomass CHP system is a new technology being introduced to this facility. The BC CHP is uniquely designed to match the utility and packaging needs of the facility. BC VAMC staff requires detailed, extended training specifically tailored to the operational characteristics of this CHP. Proper operational training will ensure the CHP is operated safely and at maximum efficiency. This procurement is being conducted IAW FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 541330, size standard of 15 million dollars applies to this procurement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within seven (15) calendar days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be emailed to Douglas.kustra@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement, based upon responses received to this notice, is solely within the discretion of the Government. If no responses are received, the VA-PCAC will proceed to sole source this requirement to Power & Energy Systems, Inc., to provide services described above.
