Description
The Naval Special Warfare (NSW) Command, Contracting Department, San Diego, CA. 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract, for three (3) vessels that meet the minimum specifications identified below: • West Coast (Seattle, WA) - Vessels shall be accepted and returned within an 80 mile radius of Seattle, WA. • All Vessels shall be a live aboard motor yacht vessel of the following make or similar: Nordic Tug, Nordhavn, Hatteras, Grand Banks, Defever, Navigator, Bayliner, Carver, or similar. • Vessels shall be of the following configurations: one small 25ft – 45ft length, two large 50ft – 65ft length. • All Vessels shall have a beam of 10ft or greater and not draft more than 6.5ft. • All Vessels shall be equipped with a minimum of a twin diesel, with a cruising speed of 15+kts and economical cruising speed 8+kts. • The two large vessels shall be capable to carry a minimum of 500 gallons of fuel, 100 gallons of fresh water, and have a 50 gallons or greater holding tank. The small vessel shall be capable to carry a minimum of 200 gallons of fuel, 50 gallons of fresh water, and have a 30 gallon or greater holding tank. • The two large vessels shall be capable of berthing up to six (6) personnel with a minimum of three adult size bunks. The small vessel shall be capable of berthing up to four (4) personnel with a minimum of two adult size bunks. All berths shall come with clean mattresses, pillows, and sheets. The personnel will live aboard for the duration of the period of performance. • The Vessels’ galley shall have a functioning refrigerator, freezer, stove, and be outfitted with pots, pans, knives, cups, plates, and other cooking and eating utensils. • All Vessels shall have a properly working Heating Ventilation and Air Conditioning (HVAC) system. • All Vessels shall have a minimum of one ten kilowatt or greater generator and be equipped with a spare parts kit consisting of at a minimum one oil filter, one full sump capacity of oil, one full system capacity of coolant, fuses, all belts, and two impellers. • All Vessels shall have properly working and maintained house and start batteries, battery charger, and inverter. • All Vessels shall have a properly working Raymarine, Simrad, Furuno, Garmin, or similar navigation system with chart cards that covers the territorial and inland waters of Washington State and territorial and inland waters of Canada from Washington up to Vancouver. Chart cards shall be updated within the last year. • All Vessels shall have at a minimum a properly working Raymarine, Simrad, Furuno, Garmin, or similar Radar system. Radar shall have a range of 24NM or greater. • All Vessels shall have a minimum of one working fixed VHF Marine Band Radio and one Handheld VHF Marine Band Radio. • All Vessels shall have a fixed or handheld spotlight, functioning horn, back up canister air horn, current visual distress markers, and EPIRB. Safety equipment shall be in compliance with CFR. • All Vessels shall have a primary anchor that is rated for the vessel with a minimum of 300ft of rode comprised of at least 50ft of chain, and a storm sea anchor. • All Vessels shall have six or more 25ft mooring lines and four or more fenders, capable of adequately securing vessel. • All Vessels shall have primary and back up control systems (Morse cable or analog), inspected and working engine room, fixed, fire suppression system, engine driven emergency dewatering system, emergency flooding plugs, and USCG required fire extinguishers per CFR. • All Vessels shall have a Dinghy with up to date registration and outfitted with a working engine and spare oil, two impellers, two oil filters, one fuel filter, four spark plugs, and one sponson repair kit. • Contractor shall provide all vessel’s documentation, historical maintenance documentation, reference manuals, and system drawings. • Period of Performance: 02 Aug – 13 Aug 2017 and 12 Aug – 19 Aug 2017 for the two (2) 50ft - 65ft vessels. 05 Aug – 18 Aug 2017 for the one (1) 25ft – 45ft vessel. The vessel leasing will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items and FAR Subpart 13 – Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this acquisition is 532411. The size standard is $30.0 million. A complete Request for Quote package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 05 July 2017. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
