Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY 24 JULY 2017. Naval Facilities Engineering Command Atlantic intends to issue a Request for Proposal (RFP) for a Design-Bid-Build, firm-fixed-price contract for construction of MILCON Project P-223 Medical/Dental Facility, Camp Lemonnier, Djibouti, Africa. This will be an unrestricted, full and open competitive procurement. The scope of work consists of the following: The project will construct a single-story medical/dental facility for emergency treatment, surgical intervention, primary medical and dental care, evacuation and functions essential to maintenance of the health of the force, and other Role 2 functions. The facility provides functions including immediate lifesaving measures and disease and non-battle injury (DNBI) prevention and care. The facility will have a spread footing, concrete foundation with structural steel framing, and metal roofing. The facility must comply with Anti-Barriers Act and Americans with Disabilities Accessibility Guidelines. Role 2 provides advanced trauma management and emergency medical treatment including continuation of resuscitation started in Role 1. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations, and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings and AFRICOM AT/FP standards. Built-in equipment includes patient head walls in the inpatient and emergency departments, sound attenuation and an emergency generator. Surgical lights, medical gas systems, built-in furniture are also included. The scope of the project also includes demolition of the existing medical/dental facility. This project is located at Camp Lemonnier in Djibouti, Africa. The period of performance for the basic contract and the planned modification is approximately 820 days after notice to proceed.
