Description
RFQ SF18 AG-2B46-S-17-0057 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The USDA NRCS South Carolina State Office needs to have up to 3000 acres of wetland delineation and determinations completed in accordance to this Statement of Work. This agreement will result in approximately 3000 acres of wetland delineation and determination being conducted. Individual wetland determinations will range in size from less than 1 acre to more than 180 acres. Based on 2017 data; the average size of wetland determination requests are 31.2 acres and the median size is 46.2 acres. The work is located in South Carolina and it is estimated that work will include these counties: Clarendon, Darlington, Dillon, Horry, Lancaster, Laurens, Marlboro, Orangeburg, Sumter, Union, Lee, Georgetown, Hampton, Bamberg, Anderson, Dorchester and Florence Wetland delineations may be needed in other counties of South Carolina not listed above. These deliverables apply to on-site field investigations for Preliminary Technical Determinations for Wetland Conservation issued by South Carolina NRCS. The Contractor must have at least 5 years of experience in delineating wetlands in compliance of the Food Security Act and the Clean Water Act. All work must be completed by December 31, 2018. This solicitation number AG-2B46-S-17-0057 is issued as a request for quotation (RFQ), and the acquisition procedures at FAR Part 13 are being utilized. The Government anticipates this solicitation will result in the award of a Firm Fixed Price Purchase Order. The estimated award date of the contract is August 11, 2017. Quotes are due by 2:30 p.m. Eastern Time on Friday, July 21, 2017. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94, 2005-95 / 01-19-2017. This is a 100% Total HUBZone Set-aside. The applicable NAICS code is 541690, Environmental Consulting Services, which has a size standard of $15.0 million. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. This procurement is being handled on behalf of the USDA NRCS South Carolina State office by the Contracting Services Branch Team 2 located at the Caribbean Area Office in Puerto Rico.
