- Closing date: JUL 07 2017 at 01:00 (EST ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Please note that a Form 1449 is attached to this announcement with additional information. SPE5B1-17-Q- 0010 is an unrestricted request for quote processed under the authority of FAR Subpart 13.5, "Test Program for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification in compliance with FAR Subpart 13.1. This is a one-time purchase for the following item(s). A detailed description is included on the attached document: CLIN No. Item Quantity (EA) 1 Airlifting Station 26-33 Ton 6 2 Low Pressure Airlifting Bag Station 40-44 Ton 2 3 Tethering Kit 8 4 Airlifting Station 15-18 Ton 2 5 Turntable/Swivel("Large") 1 6 Turntable/Swivel ("Small") 1 Delivery: 180 days ADO, quoters are encouraged to quote delivery terms as closely as possible to the delivery days requested, however quoters may propose a different delivery than that requested by the Government. Destination: CAMP LEMONNIER DJIBOUTI, DJIBOUTI 09363. Method of Evaluation: LOWEST PRICE TECHNICALLY ACCEPTABLE procedures will be used. The Government intends to award to the low priced firm who is deemed "technically acceptable." Vendors shall meet the minimum requirements and comply to all the terms and conditions of the solicitation in order to be determined technically acceptable. NOTE(s) that items containing fabric must be made out of 100% U.S. Materials. The Trade Agreements Act is applicable to ALL End Items Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment) impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
