Description
This proposed procurement is Full and Open Competition (Unrestricted); NAICS 237990 "Other Heavy and Civil Engineering Construction" with a size standard of $36,500,000 Project Description: The Paul S. Sarbanes Ecosystem Restoration Project at Poplar Island (more commonly known as Poplar Island) restores and expands remote island habitat in the Chesapeake Bay by providing more than 1,700 acres of wetland and terrestrial habitat for fish, shellfish, reptiles, amphibians, birds, and mammals through the beneficial use of approximately 68 million cubic yards (MCY) of clean dredged material from the Baltimore Harbor & Channels federal navigation project. The construction of the original 1,140-acre project was authorized by the Water Resources Development Act (WRDA) of 1996, and construction of the original project's containment dikes was completed in 2002. Construction of a 575-acre lateral expansion of the project was authorized by WRDA 2007 and the Water Resources Reform and Development Act (WRRDA) of 2014. The purpose of this contract is to continue construction on the lateral expansion of Poplar Island. Poplar Island is located between Jefferson and Coaches Islands in the Chesapeake Bay, and is approximately 20 minutes (by boat) northwest of Tilghman Island. All expansion construction work will take place in open water off the north end of existing Poplar Island. Lateral Expansion Contract 2 (this contract) will continue the construction of the project's lateral expansion and includes the construction of the armored containment dikes for wetland cells 8, 9, and 10 accomplished by hydraulic or mechanical placement using material from designated stockpile areas, as well as the construction of breakwaters to create an open-water embayment. Work includes placement of a sandy material in the water, placement of armor stone, underlayer stone, quarry run stone and other smaller various stone sizes, geotextile fabric, seeding, and erosion and sediment controls. The contractor must supply all necessary utilities, transportation and sediment and erosion controls to construct this project. The magnitude of construction is between $25,000,000.00 and $100,000,000.00. Construction duration is 400 days from Notice to Proceed. Additional information in accordance with the statement of work will be included in the invitation for bid package. This solicitation will be available on or about 11 July 2017, bids due on or about 10 August 2017. A site visit will be conducted, date to be determined. The solicitation will be provided in an electronic format, free of charge to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all Corps of Engineers acquisitions are considered sensitive, but unclassified documents, and require users to have a valid MPIN entered in the FBO system to access packages. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award.
