- INFORMATION ONLY: Pre-Solicitation Notice: The Central Texas Veterans Health Care System (CTVHCS), Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract to to provide a Pre-Fabricated Purpose Built Modular Building to house the existing Philips 3T MRI located at the Doris Miller VA Medical Center, 4800 Memorial Drive, Bldg 93, Waco, Texas 76711. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an anticipated approximate issue date of July 7, 2017 and a projected bid due date of August 18, 2017. The project includes, but is not limited to the following; contractor shall completely prepare site for building operations, including all demolition and removal of existing structures, to prepare the site for the required project per the Scope of Work (SOW) and drawings. Contractor shall provide a Purpose Built Modular Building to house the existing Philips 3T MRI. The modular building shall be constructed off site by the vendor and delivered and installed at Building 93, MRI Pavilion. The purpose built modular building must be able to slide under the existing pavilion roof and be attached to the existing concrete pad. As noted below, the MRI will be installed through the side of the modular building. The vendor will be responsible for providing access for MRI installation and then closing said access portal. The Purpose Built Modular Building shall conform to the specific characteristics outlined below: DESIGN CRITERIA: Modular Components: One (1) 15 -6 x 48 -0 Modular Component Construction Type: I-2, Non-Combustible IBC/TX BUILDING FRAME: Perimeter Steel Frame FLOOR SECTION: Steel Deck Welded to Frame Lightweight Concrete with Wire Mesh and Trowel Finish Sprayed Foam Insulation FLOOR FINISHES: Vinyl Composition Tile Flooring Throughout Color, Customer Choice EXTERIOR WALL CONSTRUCTION: Metal Wall Studs at 16 O.C. Insulation as Required (1) Removable Wall Section for Magnet Placement EXTERIOR WALL FINISH: Sheathing Plastic Wrap Vapor Barrier Masonry Exterior Wall Cladding Paint Choice from Contractor Standard Colors (must be complimentary to existing main structure) INTERIOR WALL CONSTRUCTION: Metal Wall Studs at 16 O.C. The Scan Room will have PVC Piping as Required. SHIELDING: RF Shielding-RF shield will consist of galvanized free standing shield. Shield will be built into the scan room to completely enclose the magnet and patient table. All scan room penetrations will maintain the integrity of the shield. Location of Work: Installation will occur at the Center of Excellence in Waco, TX, Building 93, MRI pavilion. *All equipment for the MRI exists or has been purchased. This request is solely for a purpose built modular building to house the MRI and associated equipment. All work on this contract will be performed during normal work hours or on the weekends that will be specified by the COTR. Normal working hours are from 8:00am to 4:30pm, Monday-Friday. All work must be installed with federal codes and government regulations This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAISC code is 236220, $36.5 M. The magnitude of the construction estimated cost range: $250,000.00 - $500,000.00.
