- Notification of Sole Source Procurement. In accordance with 10 U.S.C. 2304 (c)(2) as implemented by FAR 6.302-2(a)(2), the Government intends to limit sources for the construction of upstream mooring cells and the demolition of Lock and Dam 53 in Olmsted, IL. The scope of the project includes the construction of four (4) 31 ft. diameter mooring cells, the demolition of both chambers of Lock 53 down to elevation 280, and the demolition of Dam 53 pier 1 to elevation 280, and wicket removal. The bear traps and fixed weir to the Kentucky bank are to remain. The remaining portion of Dam 53 is not required to be removed to provide a navigable lane and will be demolished under a separate contract. Over the last few years, Locks and Dams (L&D) 52 and 53 on the Ohio River have become more and more unreliable to maintain safe navigable passage through the lower Ohio River up to Smithland. Recent efforts to repair Dam 52 are proving unsuccessful in maintaining a reliable navigable passage. Olmsted L&D is being constructed to replace L&D 52 and 53, and is currently scheduled to become operational as early as July (no later than October) 2018. Once Olmsted L&D is operational, L&D 53 would become an imminent hazard to the safe passage of recreational and commercial traffic through this section of the Ohio River. The Olmsted L&D project site is located 17 miles upstream on the Ohio River from the confluence with the Mississippi River and is an extremely challenging marine environment for construction activities. This stretch of the Ohio River is the busiest waterway in the United States and is considered the hub of the Inland Water Transportation System. To meet the current working schedule, the intent is to accomplish this work prior to both locks and dam being fully operational at the beginning of the 2018 low water season. All responsible sources may submit a capability statement to be considered by the agency. Capability statement must be submitted no later than 1:00 PM Eastern time on Tuesday, 11 July 2017 to Patrick.J.Duggins@usace.army.mil. THIS IS NOT A REQUEST FOR PROPOSAL.
