Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, Seattle, WA, on behalf of the Office of Marine and Aviation Operations (OMAO), Silver Spring, MD is conducting market research to determine potential sources for regional Vessel Dockside and Drydock Repair Services Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). These MATOCS will have a period of performance of five years. The North American Industrial Classification System (NAICS) code is 336611, Ship Building and Repairing. The size standard for this NAICS codes is 1,250 employees. NOAA has a fleet of 17 vessels that require periodic maintenance services in order to maintain their American Bureau of Shipping (ABS) and US Coast Guard operation certifications. Services include, but are not limited to, the performance of full inspection, testing, repair, and maintenance dockside and/or drydock services for federal marine vessels. These maintenance and repair services could include, but are not limited to, one or more of the following: preservation of ship structures, deck covering systems, welding processes, temporary hull access, electrical and HVAC systems, auxiliary machinery systems, shipboard ventilation systems, electrical rotating machines, generators and motors, propulsion systems, and tank and void inspection, testing, repair and maintenance. The Contractor shall also be expected to schedule and coordinate inspections through ABS when required. Currently, NOAA uses separate contract vehicles for each drydock and dockside repair. The proposed regional MATOCs will be for six western and pacific regions and for combined dockside and drydock services. Vendors are not required to have both dockside and drydock capabilities to receive a MATOC; however vendors without access to drydock facilities will not be awarded drydock repair task orders under the MATOC. NOAA intends to award Dockside/Drydock MATOCs for the following West Coast and Pacific Ocean regions: (1) Alaska Region (2) Washington Region (3) Oregon Region (4) Northern California Region (North of and including the city of San Jose, CA) (5) Southern California Region (South of San Jose, CA) (6) Hawaii Region A separate solicitation will be issued for each regional MATOC. It is anticipated that the Oregon, Northern California, and Hawaii MATOC solicitations will be issued around mid-July 2017, with the remaining solicitations issued approximately 1st quarter FY 18 (October - December). Vendors may visit https://www.omao.noaa.gov/learn/marine-operations/ships to learn more about the specifications for NOAA's vessels. If NOAA does not receive adequate interest from capable Small Businesses for each of the regions, then one or more of the solicitations may be issued on an unrestricted basis, depending upon the interest for each region. Interested vendors are requested to submit Capability Statements in response to this Sources Sought Notice. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact- name, phone, and e-mail address (5) Region(s) in which your company would be interested in receiving a MATOC. If your company is interested in having a MATOC in more than one region, please indicate as such and provide capabilities for all interested areas. (6) Submit answers to the following questions: • Is the regional/operational area approach that NOAA is taking to establish contracts a reasonable method for drydock and dockside repairs? • Is this an approach that industry currently uses and/or prefers? If not, what is the standard way that industry establishes drydock and dockside repair contracts when the operational areas of the vessels are geographically widespread across the Pacific Ocean? (7) A statement that your company would be interested in either drydock or dockside repair services or both. Indicate the location of your drydock and/or dockside facilities. NOAA has government owned dockside facilities in the following West Coast/Pacific locations that are available for contractor use: Newport, OR; San Diego, CA; and Ford Island, HI. (8) Demonstrate capabilities for meeting the following requirements: • Capability to provide dockside repairs for vessels similar in size and scope to NOAA vessels: Please submit a list of no less than three but no more than ten past projects within the past three years that show ability to successfully perform dockside repairs. Indicate contract numbers, customer, vessel name, period of performance, a short description of the repairs made, and contract value. • Capability to provide drydock repairs (if applicable) for vessels similar in size and scope to NOAA vessels: Please submit a list of no less than three but no more than ten past projects within the past three years that show ability to successfully perform drydock repairs. Indicate contract numbers, drydock location/owner, customer, vessel name, period of performance, a short description of the repairs made, and contract value • Description of any drydock facilities. Please indicate the capacity of the drydock and how many vessels your company is capable of drydocking simultaneously. Drydock facilities should be capable to hold ships with the following maximum dimensions: o length (ft): 274 o breadth: 52.5 o draft: 29.7 • Capability to perform multiple dockside and/or drydock repairs simultaneously: Submit a statement indicating how your company can perform multiple, simultaneous dockside and/or drydock repairs. • Capability to obtain bonding up to $1,000,000 per project. Provide a letter from your bonding company, or other documentation, that indicates that you are capable of obtaining bonding of at least $1,000,000 per project. • Indicate if your company will be part of any joint ventures or teaming arrangements for this requirement Interested sources shall submit an electronic copy of their Capability Statement to Matt Sanders, Contracting Officer, via e-mail at matt.sanders@noaa.gov and Nathan Hansing, via e-mail at nathan.hansing@noaa.gov no later than 3:00 p.m. Pacific on July 6, 2017. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
