- The Request for Proposal (RFP) will be issued by Northern California Acquisition Service Area, Redding, CA 96002 on or about 14 July 2017. The solicitation number will be AG-9A28-S-17-0080. This solicitation, including all specifications, will only be available in downloadable electronic format. The solicitation and ALL DOCUMENTS will be uploaded in FBO This IDIQ contract is 100% HUBZone set aside. Pursuant to FAR 19.1303, offerors must have the required certificate and also listed on the List of Qualified HUBZone Small Business Concerns at http://dsbs.sba.gov/dsbs/search/dsp_searchhubzone.cfm. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA). Contractors will be searched against the https://www.sam.gov to ensure they are eligible for Federal contract awards. The NAICS code for this project is 237310. The small business size standard is no greater than $36.5 Million in average annual receipts. This acquisition will result in a Firm Fixed Price (FFP) contract for road construction services. The contract award will be based on best value using FAR Part 15. The Government intends to award up to 15 IDIQ contracts for the Road Construction and Maintenance Services for Northern California Acquisition Service Area located on six (6) National Forests in Northern CA. The types of work includes but not limited to repair and construction of native surface, gravel or paved roads; and road repair and reconstruction due to damage from human or natural causes; Road decommissioning; Bridge Repairs; Culverts, Aquatic Passage Structures, and Ancillary Structures; and Other Related road work includes signs and etc. The task orders against these contracts will be competed amongst the IDIQ contract awardees over the life of the contracts. The maximum allowed to be ordered against all contracts is a total of $20 million, the expected IDIQ term is not to exceed 5 years. LOCATION: Southern California Forests- Six River National Forest, Modoc National Forest, Klamath National Forest, Lassen National Forest, Shasta Trinity National Forest, and the Mendocino National Forest. The date of award is expected to be within 60 days after the actual response date, which will be stated in the package and possibly changed in one or more amendments. Please hold any technical questions until after review of the solicitation. It is the contractor's responsibility to monitor the Federal Business Opportunities website for amendments.
