- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Syringe Pump SOLICITATION NUMBER: NB610030-17-03813 RESPONSE DATE: July 13, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Teledyne ISCO for a Syringe Pump. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The NIST Center for Neutron Research (NCNR) currently has in operation a dual pump system with two Teledyne ISCO model 100HL syringe pressure pumps for hazardous environments. NCNR has a requirement for one (1) syringe pump that shall work with the existing syringe pump system to provide continuously flow of gas or liquid through pressure cells with a pressure range from 10 psi to 10,000 psi for neutron scattering experiments at NCNR. The syringe pump shall be designed to work safely with a wide range of flammable gases and liquids and shall be controlled remotely by a computer. Detailed specifications outlining the complete set of control commands through a computer for operating the device shall be provided with the shipped unit so that the control of the pump system can be incorporated into the control software of the neutron scattering instruments. The syringe pump shall reach a pressure range from 10psi to 2,000psi or large pressure range. The system shall be safe to work with flammable gases and liquids. (It shall be rated for Hazardous Locations Class 1, Division 2, Groups A, B, C and D based on OSHA definitions.) The syringe pump will be an addition to NCNR's existing pump system which has two 100HL Teledyne ISCO syringe pumps. Together, with these three syringe pumps, the pump system shall be able to work at constant pressure mode and continuous flow mode. The syringe pump shall be supplied with a controller. Both the syringe pump and controller shall be compatible with NCNR's existing syringe pump system. In addition, the syringe pump shall be able to provide gas to either 100 HL pump independently or both 100 HL pumps simultaneously. The syringe pump including its cap, pressure transducers, seals, cylinder, and piston, shall be able to work with gases or liquids with the temperature up to 200 ˚C. An extra temperature control jackets shall be provided to have a better temperature control for the temperature range from -30 ˚C to 100 ˚C (or wider temperature range) by working with an external thermal bath. The syringe pump shall include the air valve package that can be connected to the pre-existing 100HL Teledyne ISCO syringe pumps. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
