Description
Solicitation Package for the Jury Rooms Kitchenettes Project includes: Scope of Work: Contractor to provide all equipment, materials, labor, and supervision necessary to; · Install kitchenettes in 4 jury rooms. Kitchenette cabinetry and installation to be per attached court generated design intent drawing. It will be necessary to relocate an existing coat rack to install the kitchenette. It is noted that necessary plumbing and electrical connections will first need to be installed to service the kitchenette areas. The 4 jury rooms are all expected to be on the same floor. However, availability of any particular jury room shall be per court availability schedule. If a jury room is not available the contractor will be given a place to store tools and cabinetry in the vicinity until the jury room becomes available. The first set of four jury rooms expected to receive the new kitchenettes are anticipated to be done on Floor 21. Follow-on kitchenette installations on other floors will be done under separate contract or through an amendment to this contract, per the contracting officer's direction. There are about forty jury rooms throughout the 500 Pearl St courthouse. · Contractors need proper security clearance to work in a courthouse. If clearances are not already in place for each of the contractor's employees expected to work this project then such clearances must be applied for. Applications for clearances can be obtained through the GSA contracting specialist or contracting officer. Clearances can take several months to come through and this time duration needs to be taken into account when building the project schedule - required elsewhere in this scope - see Paragraph 6. · Period of Performance - the 4 jury rooms on Floor 21 are expected to have all the plumbing, electrical and kitchenette installations completed within 60 days of on-site construction start-up. 1. The following plumbing services are required: - a drain/vent line of size to permit easy hook up to the new kitchenette sink drain. shall be tapped off the existing water fountain drain system which is located within 5 feet of the intended kitchenette area. The existing water fountain plumbing is visible by removing an access panel below the fountain. The newly run drain piping shall be brought into the intended kitchenette area and terminated in the proximity of where the new sink will be installed - see attached design intent drawing. It shall be sloped as necessary to function as a gravity drain from new sink to existing drain. Final connection of sink drain to this new drain stub shall be done at the time the kitchenette cabinet is put in place. - a ½" copper cold fresh water supply pipe with shut-off valve and back flow prevention shall be tapped off the existing water fountain CW supply and brought into the intended kitchenette area. The new cold water piping shall be run in the most expeditious manner to the intended kitchenette location where it shall be terminated. The new cold water piping run shall be insulated to prevent unwelcomed sweating. Final connection of cold water supply to the new kitchenette sink shall be done at the time the kitchenette cabinetry is installed. - a ½" copper hot water supply line with shut off valve and back flow prevention shall be tapped off the existing hot water supply serving the sink in the adjacent bathroom. Access to the existing bathroom sink piping may be made through the wall on the courtroom side. This may require cutting an access opening through the dry wall and in some cases through the existing wood paneling/drywall existing on the courtroom side of the wall where the bathroom sink is located. Such accesses shall be fully repaired by the contractor after accessing the plumbing. The final repair shall be indistinguishable from the surrounding finishes. The new hot water piping shall be run in the most expeditious manner to the intended kitchenette location where it shall be terminated. Final connection of hot water piping to the new kitchenette sink shall be done at the time the kitchenette cabinet is installed. 2. The following electrical services are required: - a dedicated 120 volt, 20 amp 12 gauge electric line with ground shall be run from the nearest electric panel to the intended kitchenette area and terminated in a wall junction box located in proximity of the intended microwave location - see attached design intent drawing. - relocate existing duplex receptacles from/to opposing alcove. Provide a GFI type outlet if such safety outlets do not presently exist. - see attached drawing for locations. - relocate existing telephone /data jacks from/to opposing alcove - see attached drawing. 3. The coat rack that needs to be relocated shall be shortened if necessary to fit in its new location. Existing coat rack hardware shall be retained and re-used. Walls in the area where the coat rack was removed from shall be repaired and re-painted as necessary. Painting shall be done from a break point to a break point in order not to be recognizable as a patch job. Painting of the entire space is not required. 3. Materials and Workmanship The contractor shall identify elements of the project that the contractor will demolish, retain, refurbish, and supply as new. Retained and refurbished materials must meet safety requirements, manufacturer specifications, and city, federal, and state code for such materials. The contractor shall use materials that are new and the best quality. Installation of such materials shall be accomplished in a neat workmanlike manner. If the Contractor should receive written notification from GSA stating the presence of inferior, improper, or unsound materials or workmanship, the Contractor shall, within twenty-four (24) hours proceed to remove such work or materials and make good all other work or materials damaged thereby. If GSA permits said work or materials to remain, GSA shall be allowed the difference in value or shall, at its election, have the right to have said work or materials repaired or replaced as well as the damage caused thereby, at the expense of the Contractor, at any time within one (1) year after the completion of the work; and neither payments made to the Contractor, nor any other acts of the GSA shall be construed as evidence of acceptance and waiver. 4. Changes in Scope of Work GSA reserves the right to revise the scope of work any time prior to final acceptance of the completed project. Each such addition or deletion to the Contract shall require GSA and the Contractor to negotiate a mutually acceptable adjustment in the contract price, and, for the Government to issue a change order describing the nature of the change and the amount of price adjustment. GSA may at any time make changes in the scope of work, plans and drawings, omit work, and require additional work to be performed by the Contractor. For such additional work to be performed hereunder, GSA shall pay the Contractor on the basis of a mutually agreed to lump sum or cost thereof, and a mutually fixed or percentage fee. The Contractor shall make no additions, changes, alterations or omissions or perform extra work except on prior written authorization from GSA. 5. Submittals Prior to the beginning of the work, the Contractor shall submit and have approved materials used for this project. GSA shall pass on the submittals with reasonable promptness and the Contractor shall be responsible to ensure that there will be no delay in their work or that of any other trade involved. 6. Progress of Work Upon project start up the Contractor shall submit a complete schedule including material delivery and installation dates for coordination with the tenant agency. The contractor shall understand that the building is a fully occupied and functioning Federal Courthouse therefore all installations and deliveries must be coordinated with court personnel and/or the building manager to prevent any delays in construction or interruption of Court operations. The Contractor shall submit in writing the following information to GSA at the beginning of the project and kept up to date throughout the construction period: - A completion schedule, including material delivery times and anticipated completion dates for each jury room. - A schedule of values used for itemized progress payments (material and labor itemized breakdown). - A progress report with submission of each payment request, or upon request of GSA, showing the progress being made and the percentage of the job completed and shall certify to the Owner that labor and materials listed on the request for payment have been performed or installed. 7. Payment by Electronic Funds Transfer. All payments by the Government under this contract shall be made by electronic funds transfer (EFT). The Government shall make payment to the Offeror using the EFT information contained in the SAM database. In the event that the EFT information changes, the Offeror shall be responsible for providing the updated information to the SAM database. 8. The services called for under this order shall be performed in accordance with the terms, conditions, and specifications that may be stated herein until such time as said services are completed to the satisfaction of the Government.
