- ATTACHMENT H ATTACHMENT G ATTACHMENT F ATTACHMENT E ATTACHMENT C ATTACHMENT B ATTACHMENT A SOLICITATION W913E5-17-R-0003 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please find the attached formal request for proposals (RFP). This procurement is available for full and open competition. The solicitation number for this RFP is W913E5-17-R-0003. The complete Request for Proposal is attached to this posting. The associated North American Industry Classification System (NAICS) code is 624410 - Child Day Care Services, which has a size standard of $7,500,000. The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL) in Hanover, NH has a requirement for child care services and operation of the Government-owned, Contractor-operated Child Development Center (CDC). The Government intends to award a FFP contract with a base year and four (4) option years. Evaluation Factors: Technical capability to meet the government's requirements; price. Technical Capability/Past Performance: a. Proposal shall demonstrate the offeror's knowledge of and ability to maintain the CRREL CDC National Association for the Education of Young Children Accreditation (NAEYC). Describe and list current and/or past successful operation of an NAEYC accredited CDC(s). b. Proposal shall demonstrate the offeror's ability to maintain the CRREL CDC New Hampshire State Child Care Licensing. Describe and list current and/or past successful operation of a NH-licensed CDC(s). c. Proposal shall demonstrate the offeror's ability to adhere to the US Army Child Development Program Regulations, AR 608-10. Describe and list current and/or past successful operation of a CDC(s) operated in accordance with (IAW) AR 608-10, or describe in detail the offeror's knowledge of operating a CDC IAW AER 608-10. d. Proposal shall demonstrate the offeror's ability to conduct Teaching Strategies Gold as a means of curriculum, child assessment, and child developmental progress. Describe in detail the offeror's experience and knowledge of implementing Teaching Strategies Gold. e. Proposal shall demonstrate that the offeror has at least two (2) consecutive years of experience within the last five (5) years (2012-2017) operating a child development center (CDC) for children 6 weeks to 6 years of age. Offeror's shall at a minimum list the CDC(s) and indicate duration of operation. f. Proposals shall indicate whether the offeror has received any licensure or accreditation infractions within the past five (5) years that have resulted in any loss of licensure or accreditation, and/or that have resulted in requiring the offeror to cease operations. Pricing: The proposal shall include prices for contract line item numbers (CLINs) 0003, 1003, 2003, 3003, and 4003 (x003) for the TACS Position, and CLINs x004 for CYMS Monthly Reporting, located in Section B, only*. The proposed TACS Position prices shall be 50% of training coordinator's annual salary. Failure to submit prices for any of the items required will deem a proposal non-responsive and no consideration for award will be given. The fixed prices proposed for the aforementioned CLINs, if deemed fair and reasonable, will become part of the award. *Offerors may choose whether not to propose prices for Contractor Manpower Reporting (CLINs x005). If not, proposals shall indicate "NSP" (not separately-priced) for these CLINs. Offerors do not need to propose prices on the CLINs in Section B for Tuition Matching Fees and USDA Subsidies (CLINs x001 and x002, respectively). Tuition Matching Fees $180,000 per year have been determined by the Government and are estimated based on the expected average child enrollment X the maximum applicable DoD Patron Scale category amount. They are estimated to increase 2% per year. The USDA Subsidy amount is currently $9,600 per year and is estimated to increase 2% per year.
