- This document serves as notification of an upcoming solicitation to provide comprehensive Initial Outfitting, Transition, and Activation (IOT&A) services for a multi-specialty outpatient clinic(MSOC) in the Ewa plain area of Oahu, HI. The North American Industry Classification Code (NAICS) used for this requirement is 541614 Process, physical distribution, and logistics consulting services with a small business size standard of $15.0 M. This project will be procured as 100% set aside for Service Disabled Veteran-Owned Small Businesses (SDVOSB) under the Vets First Contracting Program. To be eligible for an SDVOSB set aside under the Vets First Contracting Program, contractors must be verified by the VA s Office of Small & Disadvantaged Business Utilization (OSDBU) Center for Verification (CVE)as a verified SDVOSB at the time of submitting its offer. Please note that this is a different process than registration at www.SAM.gov. Please go to https://www.va.gov/osdbu/verification/ for additional information. The VA intends to issue an RFQ on or about June 30, 2017 via www.fbo.gov. The VA intends to solicit this requirement under FAR Part 13 procedures. A firm-fixed price IDIQ contract is anticipated with comprehensive project management, transition services, design and planning services, and acquisition support services issued under the first task order.
