Description
The Bureau of Reclamation will be soliciting proposals for various modifications to the Bull Lake Dam Spillway. The work is located approximately 40 miles northwest of Riverton, Wyoming in Fremont County. The entire Bull Lake Dam is located within the boundaries of the Wind River Indian Reservation. In addition to all applicable Federal, Department of the Interior and Bureau of Reclamation Acquisition Regulations, the successful contractor will be required to comply with the requirements of the Tribal Employment Rights Ordinance for both the Eastern Shoshone and Northern Arapahoe Tribes. The work to be performed includes the following elements of work: design, installation, and operation of dewatering and unwatering systems; constructing and improve temporary access roads to dam site; clearing, grubbing, and stripping of new spillway site; constructing temporary earthfill cofferdam upstream of dam across new spillway alignment; constructing temporary creek crossing downstream of existing spillway stilling basin; excavating for construction of new spillway; placing and compacting zoned fill in spillway footprint; constructing spillway underdrain system; installing secant pile cutoff wall; constructing spillway crest structure including labyrinth weir; constructing spillway stilling basin and chute; constructing embankment sections and backfill around new spillway; placing riprap downstream and upstream of new spillway; excavating discharge channel from new spillway stilling basin to river channel; removing temporary earthfill cofferdam upstream at the new spillway alignment and placing new sections of parapet wall and curb; constructing new sediment traps and weirs at the existing toe drain outfall; temporary relocate truss bridge southward onto the dam crest near the new spillway. Refurbish and repair damage to the bridge after relocation; move and install the refurbished truss bridge to the new location and cast new concrete deck; removing portions of the existing spillway walls and parapet wall upstream of dam crest and installing soil nail walls to maintain stability; constructing a cofferdam upstream of the dam at the existing spillway alignment; after new spillway is complete and operational, remove and dispose of existing radial gates; saw cutting full width of existing spillway chute, removing concrete in upper chute and crest structure, and excavating embankment adjacent to the existing spillway crest; excavating foundation below existing spillway crest and preparing as new embankment foundation; constructing new zoned embankment, incorporating the cofferdam, at the location of the existing spillway crest structure including HDPE toe drain and parapet wall section; backfilling downstream portions of chute and stilling basin with waste concrete and excavated material; remove temporary creek crossing; restore access roads to their original condition and reclaim construction areas and stockpile areas. The solicitation will be issued on or around June 30, 2017. Proposals will be due approximately 45 calendar day after the solicitation is issued. Proposals will be received at the Bureau of Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. The method of procurement will be Federal Acquisition Regulations Part 15 - Negotiated Competitive for full and open competition. The factors that will be considered for evaluation include: 1. Technical Plan for Construction included the following subfactors: 1A. Detailed construction schedule, 1B. Proposed Work Plan; 2. Company Experience; 3. Key Personnel; 4. Past Performance; 5. Safety; 6. Socioeconomic Goals; 7. Price. Once issued, the solicitation will be posted at www.fbo.gov and www.fedconnect.net (from the fedconnect site, click on Public Opportunities Only, search by reference number, then enter R17PS00792). The drawings will not be posted online due to file size limitations. Contractors interested in receiving drawings on CD shall submit a request via e-mail to gvotobraun@usbr.gov including the name and address of where these shall be sent once the solicitation is issued. These will be sent via first class mail; should interested parties want the CD sent in an expedited fashion (Fedex, UPSA), the Government will do so upon receipt of an account number for charging. All responsible contractors may submit a proposal that will be considered by the Bureau of Reclamation. The acquisition will be issued for full and open competition, however the Government will be evaluating any proposed offeror's anticipated subcontracted work. The estimated price range of this acquisition is $25 - $50 Million. The North American Industrial Classification Code is 237990. The small business size standard is $36.5 Million. Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System For Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendor's Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
