Description
Battlefield Airmen (BA) Digital Integration Training Sources Sought Synopsis (SSS) Request for Information: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. It constitutes neither a Request for Proposal nor an invitation for bid. This SSS does not restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose other than to gain the information requested. Interested parties are encouraged to respond to this SSS. The Government will not pay for information, materials, and/or demonstrations received in response and are in no way obligated to respondents by or for any information received. 1. Background and Scope: The Air Force Life Cycle Management Center (AFLCMC), Battlefield Airmen Branch (AFLCMC/WISN), Wright-Patterson AFB OH, is requesting information to identify possible sources to develop and provide user-specific Digital Integration Training course(s). The contractor would train BA personnel on the current digital integration solution as well as future configurations of a BA Digital Integration kit. BA directly lead, control, and/or execute operational air and space power functions in the forward battlespace independent of an established airbase or its perimeter defenses. BA provide or enable the following specialized capabilities: -Reconnaissance and Surveillance -Environmental and Atmospheric Weather Operations -Terminal Attack Control -Command and Control -Specialized Air Mobility -Strike, Post Strike Reconnaissance, and Battle Damage Assessment -Personnel Recovery -Sensitive Material Recovery and Destruction -Technical Rescue and Recovery Operations. BA includes the following Air Force specialties: Combat Rescue Officers (CRO, 13DXA), Special Tactics Officers (STO, 13CXB), Air Liaison Officers (ALO, 13LX), Pararescue (PJ, 1T2XX), Combat Control (CCT, 1C2XX), Tactical Air Control Party (TACP, 1C4XX) and Special Operations Weather Team (SOWT, 1W0X2). Digital Integration is defined as the ability to utilize Tactical Data Links (TDL) to enhance the Situational Awareness (SA) of the dismounted BA operator, and share information in a Near- Real-Time and digital manner. Digital SA will enable the BA operator to identify friendly assets locations on TDL, increase digital communication capabilities via TDL messaging and location, and the ability to quickly share points of interest via machine to machine methods. Amongst the digital integration abilities is the TDL integration for digital communications, digital mission planning, and digital mission enhancement tools. 2. Capability Requirements The contractor must be able to train BA on Tactical Data Link (TDL) and peripheral devices for digital integration, to include: PRC-152A (HARRIS SA), TacROVER-E/P (Video Data Link), Tactical Network Rover (TNR), RT-1922 Microlight (Situational Awareness Data Link), Hand-held Link-16, Pocket Laser Range Finder (PLRF), Black Diamond Advanced Technology (BDAT) APEx, and applicable End User Device (EUD) software (s/w) suites to include Battlefield Airmen Digital Air Strike Suite (BA-DASS) and Android Tactical Assault Kit (ATAK). Training courses may require coordination with operational commands for air and other assets. a. PRC-152A i. Understanding and configuration of HARRIS Situational Awareness (SA) 1. Demonstrate procedures between kits ii. Understanding and configuration of Variable Message Format (VMF). 1. Demonstrate procedures between kits and available aircraft b. Tac-ROVER-E i. Understanding of basic functions ii. Receive, process, and display LOS full motion video with Meta data iii. Demonstrate general configuration/set-up and loading of crypto on the integrated system c. RT-1922 i. Understanding of basic functions and loading of crypto ii. Transmit/receive data two-way communication with current SADL data links between kits and available aircraft 1. Gateway 2. Air-to-Air d. Hand-held Link-16 e. Pocket Laser Range Finder i. Understanding of basic functions and kit configuration f. SAASM GPS i. Understanding of basic functions and loading of crypto g. BDAT APEx i. Understanding of basic functions and kit configuration ii. Demonstrate procedures of updating latest firmware h. Use of EUD s/w i. Understanding and configuration of software to include, but not limited to: 1. Demonstrate load/storing of map data 2. Receive and display Blue Forces on moving map display 3. Receive, transmit and display TDL messages between kits and other users 4. Receive, transmit and display TDL location, and points of interest between kits and aircraft 5. The use of Tools/Reports The courses will be taught at various locations both CONUS and OCONUS. The same course(s) will be taught at all locations. The maximum number of students per class should be 12 students with a 4 to 1 Student to Instructor ratio. 3. Contract Type and Deliverables This effort is anticipated to be Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. Individual task orders would be awarded to meet specific training requirements throughout each year. The Government estimates multiple task orders will be awarded per year on this effort (FY 18-20). Each task order will have specific training course requirements. 5. Instructions to Potential Respondents: Interested vendors who desire to respond to this SSS are encouraged to submit white papers that demonstrate they presently have the knowledge and qualifications to provide the training as described above. Responses should address the following: i. Ability to meet training requirements i. Recent, relevant experience/expertise in developing formal Programs of Instruction and providing training to USAF personnel. ii. Recent, relevant operational experience/expertise in BA specialized capabilities (section 1). c. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Provide prospective small business utilization percentages (if the acquisition is not set- aside for small business) 6. Responses, communications and additional considerations: Companies may be contacted if we need further information to fully understand the contractor responses. AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this SSS will be solely at the responding party's expense. This notice is part of government market research, a continuous process for obtaining the latest information on the "art of the possible" and associated material production and approach risks from industry with respect to their current abilities. The acquisition strategy has not yet been determined, and market research results will assist the Air Force in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition. If it is determined to be a small business set-aside, FAR 52.219-14, Limitations on Subcontracting will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they could comply. Potential sources are encouraged to submit recommended small business utilization requirements as a percentage of total contract value for consideration, in the event the acquisition is not set-aside for small business. Information received that is identified as proprietary/sensitive, will be protected as such. Any company proprietary information contained in the response should be clearly marked by paragraph, such that 'publicly-releasable' and 'proprietary' information are clearly distinguished. Any material that is not marked proprietary will be considered publicly-releasable. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition. When submitting a response, please be aware that the Air Force workforce is supplemented by contracted support personnel. Any proprietary data submitted may be handled by contract support services personnel who have signed Non-Disclosure Agreements (NDA). One paper copy should be submitted to the program office as outlined below. Responses are limited to 3 pages and should include technical and descriptive text to provide sufficient detail on the topics above. The submitted documentation becomes the property of the U.S. Government and will not be returned. Broad industry participation for this SSS is encouraged. U.S. and non-U.S. firms are permitted to respond to this Digital Integration Training SSS. Responses to questions from interested parties will be promptly answered and posted on Fed Biz Ops (FBO), unless some release of proprietary information is involved or the answer addresses a question peculiar to a company or that company's response. This notice may be updated as additional information becomes available.
