- This is a Full and Open competitive Invitation for Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $36.5 million. This acquisition will be handled as an IFB prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 14 and 36. A firm-fixed price contract award is contemplated. The project magnitude is estimated between $5,000,000 to $10,000,000. Place of performance will be the Mead-Perkins and Mead-Marketplace 500kV DC transmission lines in Clark County, Nevada and Mohave County, Arizona. This project consists of replacing old and worn spacer dampers along approximately 243 miles of the Mead-Perkins 500kV DC transmission line and 12.9 miles of the Mead-Marketplace 500kV DC transmission lines. The principal components of work consist of furnishing all necessary labor, materials and equipment for the removal of existing spacer dampers having symmetrical 18-inch sub-conductor spacing, the installation of new Government-furnished spacer dampers having asymmetrical 25-inch and 18-inch sub-conductor spacing, and for the possible repair of damaged conductor. The work will be performed without taking a power outage on the 500kV transmission line. WAPA will provide the spacer dampers as government furnished equipment. The contractor will be required to pick-up the GFE at the WAPA warehouse in Phoenix and deliver the new spacers by truck to the location of work and install by helicopter. Once the old spacers are changed they will be flown to a pickup area before being sent to a recycling center. The majority of the work will be above ground with minimal support from vehicles and crews on the ground. All vehicles must remain on existing access roads. All work shall be in strict compliance with the specifications and drawings. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge.
