The Government expects to award to a single contractor a contract which shall be Firm Fixed Price with a firm quantity and no option years. This requirement is being set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) participation only. NAICS code for this requirement is 221310 with a small business size of $27.5M. Only offers from those firms regularly established in the business of providing these services will be considered. Subcontracting will not be allowed. REQUIREMENT: Requirement is for the inspection, service and repair of deficiencies noted in the sprinkler systems at various buildings at Dorn VA Medical Center. 2. BACKGROUND: Annual sprinkler inspection is required per NFPA regulations. The sprinkler systems located in buildings 5, 6, 7, 8, 9, 20, 21, 22, 36, 105, 106, 103, 114, 120, 103A and 100 have deficiencies that need to be corrected. 3. PERIOD OF PERFORMANCE: The period of performance for this service in buildings 5, 6, 7, 8, 9, 20, 21, 22, 36, 105, 106, 103, 114, 120, 103A and 100 will be 14 days After Receipt of Order. All work is to be performed during normal business hours 7:00 AM to 4:30 PM during this two week period, excluding weekends and federal holidays. 4. PLACE OF PERFORMANCE: The place of performance shall be WJB Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 in Buildings 5, 6, 7, 8, 9, 20, 21, 22, 36, 105, 106, 103, 114, 120, 103A and 100. 5. PERFORMANCE REQUIREMENTS: Contractor shall perform the following work, in each building indicated. Important note: If any work will result in the disturbance of interior/exterior surfaces, the Contracting Officer Representative, Joe Blackwell (803) 776-4000 x7589 must be contacted prior to any work being performed to ensure abatement of any potential asbestos/lead contaminates before any work begins. Bldg. #5 Replace two gauges over five years old. No sprinklers wrench in spare sprinkler cabinet. Place a wrench there. Install two sprinklers at top of stairs one on each of stage. Make correction to lose hanger in mechanical room. Bldg. #6 Install one sprinkler in IT room. Install one sprinkler at services counter at bank. Bldg. #7 Replace two gauges over five years old. Missing four sprinklers from spare sprinkler cabinet. Install one sprinkler in Rm.104. Bldg. #8 Replace two gauges over five years old. Replace rind around the sprinkler head. Bldg. #9 Replace two gauges over five years old. Missing one sprinkler escutcheon in Lab area 218. No sprinklers wrench in spare sprinkler cabinet No sprinklers inside stairwells 2nd floor. Change one standard response sprinkler to quick response. Room 118; make necessary correction to sprinklers that are less than six feet apart. Bldg. #20 Replace two gauges over five years old. Bldg. #21 Install seismic bracing at top of sprinkler riser. Install retaining straps on top beam clamps in Basements Women s restroom at 103B one painted sprinkler, replace sprinkler head At riser, make necessary adjustments to pipe hangers. Restore sprinklers to proper orientation, four over boiler and three on 1st Floor. Bldg. #22 Replace six gauges that are over five years old. Bldg. #36 Replace one gauge over five years old. Bldg. #105 Replace one gauge over five years old. No spare sprinklers in sprinkler cabinet. Provide spare heads-at least one for each type in building No sprinkler in riser room. Install new sprinkler head in room Bldg. #106 Replace twenty-five gauges over five years old. Change six standard response sprinklers to quick response basement. Change one standard response sprinklers to quick response at room 201. Change five standard response sprinklers to quick response at room D202. Replace three escutcheon plates that are missing. Replace escutcheon that is wrong type for sprinkler install at room 210. Replace nine corroded sprinklers. Replace six sprinklers with bent deflectors. Relocate so not obstructed, two obstructed sprinklers one at exit light at B100, and one at sign hanging from ceiling at E107B Bldg. #103 Replace four gauges over five years old. Six obstructed sprinklers. Relocate them. Make necessary adjustments to eight sprinklers Change one sprinkler with bend deflector. Change three quick response to standard response. Install one sprinkler at the following locations 1C115, 1C167, 1C184, and F-Basement. 6. INVOICES: a. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS: The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
