Description
Draft Statement of Work The 20th Contracting Squadron (20 CONS) at Shaw Air Force Base in South Carolina anticipates release of a solicitation for a firm-fixed price Requirements contract to provide a streamlined means to complete a broad range of paving projects to include Airfield and Roadway Pavements. The work covered by these specifications consists of furnishing all plant, labor, equipment, material and performing all operations necessary to accomplish the work designated in the drawings and specifications for this project. General work includes the removal of pavement and base and repair of both base and surface course in some designated areas, patching areas, milling existing pavements, repairing and replacing curb and gutter, adjusting utilities in pavement areas, installation of drainage structures and pipes, resurfacing pavements and sealing pavements. All elements of work shall include traffic control and both Horizontal and Vertical Survey work required for each delivery order for its contract period. The North American Industry Classification System (NAICS) code is 237310 and size standard for this acquisition is $36.5M. Work will be provided under multiple firm-fixed price task orders issued as provided in the parent Requirements contract. During the contract period, 20 CONS will issue individual task orders to the contractor to complete specified jobs. The performance period for each project will be specified on each individual task order. The contractor will be required to furnish all labor, supplies, materials, supervision, transportation and equipment necessary to manage and successfully accomplish each project. The contract period will be for a one-year base period with a potential to award an additional four (4) one-year option periods. The estimated maximum potential contract value is $20,000,000 over the term of the contract. The Government reserves the right not to exercise the option year periods. The complete solicitation package, which includes the project plans and specifications, will be made available only through the FedBizOpps (FBO) website at https://fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office, and hard copies will not be available. All amendments will be posted on FedBizOpps. Contractors will be solely responsible for obtaining amendments from this site to update files. Award shall be a Firm-Fixed Price Contract based on Best Value (Performance/Price Trade-off with evaluation factors). In addition to the fore mention information, the government seeks to award to an offerer who gives the Air Force the greatest confidence that it will meet the requirements of affordability. Solicitation will be available electronically on FedBizOps in the month of July 2017. Sources shall include in their information a detailed capabilities statement stating their experience in providing the same or similar work described in this notice, a point of contract with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 237310, and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. The government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
