Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Evoqua Water Technologies LLC (US Filter) of Lowell, Massachusetts for the rental and service of 4 Super 30 deionizer units and to change two mixed bed units under other than full and open competition by the authority of FAR 13.106-1(b). In the attic of Bldg. 227 is a US Filter supplied Central Water Purification System. The system consists of duplex pretreatment, two reverse osmosis systems, a CDI unit, and deionizer polishing. The system is designed to provide CAP III purified water quality at 125 gpm measured at the 0.1 micron final filters. The polishing system consists of two distribution pumps (parallel), four Super 30 vessels (2 sets of 2 in parallel), 185nm ultraviolet sterilizer, and 0.1 micron cartridge filter/housings (parallel). The four (4) Super 30 mixed bed polishing deionizers' function is to polish the water in the recirculation loop. The columns are designed to run two (2) in parallel followed by a second set of (2) in parallel. Although there are no "shut-off/turn-on" interlocking devices, for monitoring purposes, there is a resistivity sensor located before and after each set of two (2) super 30's. The deionizer units are supplied by the manufacturer of the reverse osmosis system and is a state of the art system designed to provide high quality water for scientists to perform their research without concerns for purity of the water. These deionizer units are required to be replaced periodically to assure a high-quality water supply. It is recommended that NIST rent these required units from the suggested vendor to provide the NIST scientists with the high volume of high quality water specified for this system. The integrity of the entire system is based on the proper maintenance of these units. These tanks were part of the original specifications to meet the specified water quality. The specifying engineers for this project required this US Filter system to meet the required flow rate and water quality. This is based on the tank construction, and the type of mixed bed resin used in this process. All tanks have serial numbers and batch numbers for quality control. These deionizers consistently meet or exceed the NIST water quality requirements. This requirement is expected to be awarded in September, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 221310, and the size standard is $27.5 million in average annual receipts. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on July 12, 2017. Inquiries will only be accepted via email to donald.collie@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
