Description
NOTE: The full solicitation and planning documents will be posted no later than 15 July 2017. A mandatory site visit will be required on a date to be determined. This project includes the complete design and construction of a new dedicated HVAC system for the 24-hour Federal Interagency Communications Center (FICC) dispatch unit located at the San Bernardino National Forest Supervisor's Office (Headquarters). The Dispatch cooling system is currently part of a larger cooling system in the San Bernadino Forest Supervisor's Office and should be completely isolated from the current system. The Dispatch Center is "center-core" on the first floor of the current two-story building, and is a 24-7 operation generating heat that makes usage uncomfortable and difficult to manage with the operating parameters of the larger system We envision major cooling components to be placed on the roof of the facility with interconnecting though an existing vertical access shaft to the first floor. The Contractor shall provide all design, labor, materials, and equipment to complete the project. This includes any and all incidental work and materials necessary for the completion of a new HVAC system including, but not limited to, demolition, disposal, plumbing, electrical, concrete, patching, painting, framing, control integration, testing, and balancing. The Contractor is responsible for securing all permits, fees, and requirements from state and local county offices. PART I - THE SCHEDULE SECTION B - SUPPLIES OR SERVICE AND PRICE/COST Design Build - FICC HVAC System, San Bernardino National Forest Item No. Description Est Qty Unit Unit Price Amount 001 Design Build HVAC & Electrical Systems Price proposal is NOT required in this Phase one solicitation. The Schedule of Items shall be determined in the pending Phase II solicitation. DESCRIPTION OF WORK 1. SCOPE OF WORK (SOW): This project includes the complete design and construction of a new dedicated HVAC system for the 24-hour Federal Interagency Communications Center (FICC) dispatch unit located at the San Bernardino National Forest Supervisor's Office (Headquarters). The Contractor shall provide all design, labor, materials, and equipment to complete the project. This includes any and all incidental work and materials necessary for the completion of a new HVAC system including, but not limited to, demolition, disposal, plumbing, electrical, concrete, patching, painting, framing, control integration, testing, and balancing. The Contractor is responsible for securing all permits, fees, and requirements from state and local county offices. 2. HVAC SYSTEM DESIGN PARAMETERS: The new HVAC system shall meet the following requirements: a. The new FICC dedicated HVAC system shall focus on energy efficiency while meeting the heating and cooling demands of the FICC area 24 hours / day, 365 days / year. The new system shall also be able to operate independently of the Headquarters existing centralized HVAC system while interfacing with the existing Energy Management System (EMS) to allow for remote operation and management of the dedicated FICC HVAC system. b. Contractor shall size, select, and configure the heating, cooling, and primary air distribution equipment for the FICC area. Selected equipment shall meet the applicable requirements of ASHRAE 90 and CA Title 24, latest editions. c. The Contractor shall make their own field measurements to verify any dimensions shown on government furnished drawings. Verification of existing construction shall be a part of this service. The Contractor shall perform all field reconnaissance, surveys, and site investigations, including travel and work required to obtain engineering information and design data for the accomplishment of the design documents of the project. d. All exterior HVAC equipment shall be located on the roof within the confines of the existing mechanical screen while meeting all required service clearances as required by the manufacturer and all applicable codes. A structural evaluation and design (drawings and calculations) must be performed and stamped by a licensed Structural Engineer registered in the state of California for all roof mounted equipment. All roof mounted equipment must incorporate vibration isolators. e. All interior HVAC equipment and lines shall be located in the areas above the existing drop ceiling and within existing pipe chases while meeting all required service clearances as required by the manufacturer and all applicable codes. f. All selected equipment shall meet the provisions of the Buy American Act. g. Final design calculations and drawings shall be performed and stamped by a Professional Mechanical engineer registered in the state of California. h. HVAC system shall also meet these parameters (alterations to these parameters may be allowed if a significant energy savings can be demonstrated to the Government during the design process): • Variable Refrigerant Flow (VRF) system • Ducted indoor fan units with completely new sheet metal ducting (supply, return, and outside air) located above drop ceiling • New ducting does not utilize or interfere with any existing ductwork • Existing HVAC system and ductwork shall remain in service during standard operating hours after project completion • New HVAC system shall operate only during non-standard business hours (after hours, weekends) 3. CONSTRUCTION PARAMETERS: a. All design and construction shall conform to all current ADAAG, International, National, State, and local Building, Plumbing, and Mechanical Codes, applicable NFPA Codes, NEC electrical code, applicable ASHRAE guidelines, the Government approved design, and accepted construction practices. b. The building will be occupied during construction. The Contractor shall plan the work layout and schedule to minimize impact to and interruption of operation activities at the site. Work requiring the HVAC system to be shut down shall be scheduled for November - December in order to minimize impact on the building and occupants. All work scheduling shall be closely coordinated with the Contracting Officer's Representative (COR). c. Construction activities within the FICC dispatch area shall only be authorized from November 6, 2017 to February 16, 2018, and shall be limited to a continuous 2-week construction period for substantial completion due to the relocation of FICC personnel. These construction activities shall be scheduled 60 days in advance with the COR. This continuous 2-week construction period shall not span over the following dates: November 21 to 26 and December 20 to January 3. In the event of a Forest Emergency Incident, the Contractor shall stop all work within the FICC dispatch area until the COR allows work to resume. All other site work outside of the FICC dispatch area is not limited to this 2 week period and may take place during normal work hours. d. Work Hours: Work hours are from 8:00am to 5:00pm, Monday through Friday. Weekend and Federal Holiday equipment work is not allowed at any time during construction. See this solicitation for further work hour limitations on construction activity within the FICC dispatch area. e. Safety, Emergency Communications and Evacuation: The Contractor shall be responsible for the safety of the Contractor's employees, Subcontractor's employees, Government employees associated with the project, and any visitors to the site both Government and private. The Contractor shall submit a project safety plan to the Contracting Officer for review prior to commencement of work. The project safety plan shall comply with the appropriate California OSHA and Federal OSHA rules and regulations and must include a medical evacuation and emergency communications plan. f. Contractor shall be responsible for the demolition and proper disposal of all equipment and material removed from service as a result of this contract. 4. MAINTENANCE SERVICE AGREEMENT: The Contractor shall provide a 12-month maintenance agreement beginning on the date of final inspection. The agreement shall include manufacturer's recommended maintenance activities for the installed HVAC system and components. It shall also include 12 hours of time available for EMS programming and operational assistance throughout the year to adjust the operational parameters of the system to actual conditions. PROJECT LOCATION Work areas are located in San Bernardino County, CA at the San Bernardino National Forest Headquarters office: 602 S. Tippecanoe Ave, San Bernardino, CA 92408. INSTRUCTIONS FOR SUBMISSION OF OFFERS AND OTHER INFORMATION PROPOSAL SUBMISSION REQUIREMENTS INTRODUCTION Contract Format and Process This is a Two Phase Contract, herein also referred to as a Design-Build (D-B) contract for the design and construction/replacement of the existing HVAC & Electrical Systems. The Design-Build process will have two distinct phases. Phase 1 will be the pre-qualification process, where the Government will select ("short list") up to three to Four contractors on the basis of their qualifications and preliminary proposal(s). Only the selected contractors will then qualify for the Phase 2 process. In Phase 2 of the procurement procedure, Offerors will be given the opportunity to offer their preliminary design and/or technical approach and cost proposals. Final selection and basis for award of the Design-Build contract will be based on the "Best Value Approach". The best value approach provides the opportunity to select an offeror who is not necessarily the lowest-priced or the highest technically-ranked. If awarded the contract, the Offeror shall provide and complete all necessary and required design and construction documents, and complete construction in compliance with these requirements. General Project Description Work items will include, but are not limited to the following: See DESCRIPTION OF WORK QUALIFICATIONS FOR DESIGN-BUILD FIRM OR TEAM Any single firm or association of firms may submit a proposal. Individual firms may participate in more than one proposal by entering into more than one such association. For the purpose of this solicitation, no distinction is made between formally organized design-build entities and project-specific design/build association. Both are referred to as the design/build offeror (or simply "Offeror"), or the design/build contractor (or simply "contractor"), after award of a contract. The Offeror, or offerors subcontractor, must have a minimum five years of experience in design and construction of residential and/or commercial HVAC systems. The design of architectural, structural, mechanical, electrical, civil, structural or other engineering features of the work shall be accomplished or reviewed and approved by architects or engineers registered to practice, in the particular professional field involved. Contractor performing construction work must possess a current and valid C20, "Warm-Air Heating, Ventilating and Air-Conditioning Contractor," license to perform the applicable contract work issued by the State of California. Design documents must be prepared and stamped by a Professional Engineer registered in the state of California to perform the applicable design. COST LIMITATIONS The target ceiling for contract award for design and construction is approximately $210,000. The Government cannot guarantee that additional funds can be made available for award. Offerors are under no obligation to approach this amount. REQUIRED TECHNICAL DATA FOR PROPOSAL SUBMISSION Offerors are advised that the required data will be utilized for review and evaluation and used for determination of a "Quality Rating" by a Source Selection Evaluation Board (SSEB) and that all data submitted for consideration under this proposal will be reviewed only for the purposes required for evaluation and award. The Government will not make assumptions concerning the Offeror's intent, capabilities, facilities, or experiences. Clear identification is the sole responsibility of the Offeror. PROPOSAL PREPARATION - Phase 1 In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information sufficiently detailed to clearly indicate the material, equipment, methods, functions, schedules and price proposed. Instructions for the preparation and organization of each proposal are included herein. The proposal shall be submitted as summarized below and as required by the specifications. Format Proposals shall be labeled in a manner to afford easy identification from a Table of Contents. Font size shall be 12 point. Each page shall be identified with the appropriate page number. Sheet size of the proposal contents shall be 8-1/2 by 11 inches. Legibility, clarity, coherence, and the contents are important. The Offeror shall not submit verbatim sections or attachments of this solicitation as part of their proposal. Offers that do not meet these requirements may be subject to rejection. A cover sheet identifying the Offeror and the project shall be provided. The second sheet(s) shall be a Table of Contents. Materials submitted but not required by this solicitation (such as company brochures and equipment lists) shall be relegated to appendices. Description of Evaluation Criteria Technical proposal shall include the information as described below and shall be presented in the sequence listed. ELEMENTS OF PROPOSAL - Phase 1 Evaluation Criteria Proposals submitted in accordance with the Phase I solicitation, will be evaluated using the three (3) Phase I evaluation factors listed below in descending order of importance. Technical approach (2 pages maximum): Describe Offeror's understanding and general approach for the design and construction of this project. Past performance: (maximum 10 pages). Describe 3-5 similar past projects within the last 5 years and at least 1 similar past project within the last 3-5 years. Each past project should have a picture of the project, a short narrative describing its relevance and/ or similarity to one or more of the attributes in the above technical approach section, and client contact information (whom we reserve the right to contact for reference). Past projects should be roughly within a $500,000 to $1,000,000 range. Each past project need not have been done by the team as a whole, but to have been done by team members who will have a substantial involvement in the present project, and the member(s) involved in the past project need to have substantially contributed to the past project (e.g. the prime team member, the civil engineer, and/ or the general contractor). The Offeror shall be responsible for providing current information regarding project experience, i.e. names and phone numbers. If experience cannot be verified due to incorrect phone numbers or contacts, the project experience will not count. Technical qualifications of members and team (10 pages maximum): (a) At a minimum identify the following team members, and provide brief technical qualifications for each: civil, licensed plumber and electrician and general contractor. The brief technical qualifications should include: Education, licenses, and specialized experience of key staff that will be assigned to lead part(s) of this project. Standard Form 330 may be used, but is not required. (b) Discuss the capability of the group to perform as a team. Include actual or proposed legal organization, and an organizational chart depicting the role and responsibilities of the team members.
