- THIS IS A PRESOLICITATION NOTICE ONLY FOR THE CHIGNIK HARBOR BREAKWATER REPAIRS, CHIGNIK, ALASKA. OFFEROR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. This solicitation will be a Small Business Set-Aside procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 13 July 2017. Access to the documents will be through a link on the FedBizOpps website: http://www.fbo.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the FedBizOpps website. DESCRIPTION OF WORK: The project is to perform repairs on the existing north and south breakwaters at Chignik Harbor which are 304 feet and 1,279 feet in length, respectively. Repairs will be made by placing additional layers of armor stone on the breakwaters. Approximately 40% of the existing armor stone is deteriorating and disintegrating due to poor quality of the original rock. The majority of the deterioration is on seaward side of breakwaters and the repair plan is to cover damaged or missing armor stones with new armor stones of higher durability. There is no government furnished or designated rock source for this project. The existing rock was produced at a local quarry however due to the poor quality of the existing rock, use of the local quarry is not permitted. Average weight of the new armor stone is anticipated to be approximately 4,500 pounds per stone. The Government anticipates awarding a contract with for placement of an estimated 20,000 to 30,000 tons of armor stone. The Contractor is to furnish all labor, equipment, supplies, materials, supervision, and other items and services necessary to accomplish the work. The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. Type of contract is firm-fixed price. The Davis-Bacon Act will apply. This project is contingent on availability of funds. If the project is cancelled, all bid preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM https://staging.sam.gov/portal/public/SAM/ in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerors to begin this process when they prepare their bid in order to ensure registration is in place should they be selected for award. The estimated magnitude of Construction is between $5,000,000, and $10,000,000. The North American Industrial Classification System (NAICS) code of 237990, which has a size standard of $36.5 million for a potential acquisition. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding.
