- THIS THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This requirement is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b), Soliciting from a Single Source. U.S. Immigration and Customs Enforcement (ICE), Office of Acquisitions (OAQ) intends to award a sole source purchase order to the San Diego Association of Governments located at 401 B Street, Suite 800, San Diego CA 92101-4231 in order to gain access to the Automated Regional Justice Information System (ARJIS). ARJIS is a joint powers agency that was designed to share information among justice agencies throughout San Diego and Imperial Counties, California. ARJIS is a complex criminal justice enterprise network used by local, state, and federal agencies in the two California counties that border Mexico. The anticipated period of performance will be for a twelve (12) month base period with four (4) twelve (12) month options. OAQ will solicit and negotiate directly with the San Diego Association of Governments and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations. However, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must submit their statement of capabilities, as well as a business profile, to Contract Specialist Michelle Britton at Michelle.Britton@ICE.DHS.GOV by 10:00am (EST) on June 29, 2017. No faxed documents will be accepted. If no responsive statements are received by the stated deadline above, an award will be made to the San Diego Association of Governments.
