Description
STATEMENT OF OBJECTIVES This is a combined synopsis/solicitation for commercial services prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W912JA-17-R-0010 Incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Supplement (DFARS). It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is under North American Industry Classification Standards (NAICS) Code: 611630 This Request for Proposal (RFP) is for a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) with an Option to Extend, and is solely for: three (3) language instructors. Individual requirements to follow in paragraph 3. This will be solicited as a Total Small Business Set-Aside. The Government intends to award 1 or 3 BPAS to vendor(s) who meet the following criteria: (1) Vendor requirements: Minimum 5 years experience providing language instructional support to Special Forces Soldiers; familiarity with language materials and materials acquisition preferred. (2) This solicitation requires pricing for two (2) Spanish instructors AND one (1) instructor who teaches both French and Arabic. No other positions are required or requested. (3) Instructor minimum qualification requirements: Minimum Bachelor's Degree in Target Language, English, or TESOL (Teaching English as a Second Language), OR Bachelor's Degree in other subject with a minimum of 32 hours of coursework in Second Language Acquisition Methodology, Target Language, or Teaching English as a Second Language. Score of 3/3 on the ILR scale in target language OPI (waiverable 2+/2+ if all other qualifications are met) and 2/2 in English OPI, be eligible for employment in the U.S., complete a background check and urinalysis. Instructor will have a minimum of five years experience teaching language to adults. Overseas teaching experience preferred. Documented experience in curriculum development and lesson planning required. Familiarization with Interagency Language Roundtable (ILR) scale and Defense Language Proficiency Test (DLPT) and Oral Proficiency Interview (OPI) exams. Applicant qualifications subject to CLPM review. (4) Instructor will complete 40 hours of quarterly orientation and preparation, consisting of Program of Instruction (POI) review, materials research/updates, and lesson planning. Vendor will incorporate this into pricing. (5) Provide proof of required experience and/or target language proficiency. Instructors will provide resumes, which detail their experience toward the cited prerequisites and copies of certifications related to the request. (6) Deemed responsive in accordance with Federal Acquisition Regulation (FAR) Part 12 (7) Furnishes a quote that conforms to all RFP requirements and is judged to represent Best Value to the Government in accordance with the evaluation scheme set forth in this RFP. An evaluation of quotes will be performed based on: technical acceptability, past performance and price. When combined, are equal to price.
