- The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to solicit and negotiate a 12-month sole source contract with FTSS JV Inc. for the procurement of CIS support for both the 2F199-4 C130 and the 2C87 CPT C130 aircraft, for initial and recurrent aircrew aircraft simulator training at NAS JRB Fort Worth, TX., under authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements, Substantial duplication of cost to the Government. The anticipated award date for this contract is 01 August 2017 and will end 31 July 2018. The anticipated re-compete of this requirement will be included in the upcoming RFP posting under the Commander Navy Reserve Forces Command (RESFOR) in the 1st Quarter of FY18. FTSS JV Inc. will provide CIS support for the C130 simulators for RESFOR at NAS Ft Worth, TX. RESFOR, in support of 4th Marine Air Wing, responsible for training Navy and Marine Reserve aircrew in the appropriate type model series aircraft simulators and training devices, in order to ensure currency and proficiency in accordance with the appropriate Training and Readiness (T and R) Marine Corps Order. Simulator training will consist of normal and emergency procedures, take-off, landings, navigation, communication, and tactical training. At the award of the RESFOR TO, the intent was expressed to add the 2F199 WST and 2C87 CPT trainers and requirements. These requirements were originally estimated for FY16 and FY14 respectively, however due to budgetary constraints it was delayed until FY17. Competitively awarding an additional TO or stand-alone contract for this requirement at this time will duplicate Government effort and resources, and create an addition of sunk costs. Any additional sunk costs for this requirement would have very little time to be dispersed and recovered over such a short period of 12 months. In conclusion, a new stand-alone competitive contract would not be awarded any sooner than 01 February 2018 and would only be for a total of 6 months before expiration. There are 12 months remaining of the RESFOR five-year task order. The additional CIS services at NAS Ft Worth will be competed under the follow-on RESFOR COMS contract at that time. The CIS additional support on a sole-source basis is only for a 12 month period as a modification to an existing task order. During this 12 month period, a new competitive contract for 5 years is anticipated to be solicited and negotiated, with the RFP posting in the 1st Quarter of FY18. This synopsis is a notice outlining the Government ™s intent to contract for CIS support for the C130 simulators located at NAS Ft Worth, TX. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Jennifer Jewell, at Jennifer.jewell@navy.mil in an electronic format that is compatible with Word 2010, no later than 13 July 2017 at 1300 EST. Any response to this notice must show clear and convincing evidence that a different source would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J and A) in accordance with FAR Part 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement with FTSS JV Inc, no further synopsis will be provided.
