THIS IS A PRESOLICITATION NOTICE: The General Services Administration, Region 2, Public Buildings Service, is seeking to perform wood restoration for the ceremonial courtroom at the Daniel Patrick Moynihan Federal Courthouse located at 500 Pearl Street, New York, NY 10007. Scope of Work to include: WOODWORK RESTORATION AND CLEANING PART 1 - GENERAL 1.1 SECTION INCLUDES A. Touch-up, repair, stripping, cleaning, and refinishing as necessary of existing wood doors, wall paneling, enclosure walls, furniture and built-in units in existing ceremonial courtroom. B. Refinishing wall behind Judges Bench to repair fading only. C. Refinishing of existing doors including outer courtroom foyer doors at entrance. Full Refinish only at doors to Robing Room specified on DPM-9C Image 5 D. Staining, toning, and shading as necessary to achieve the desired color and final appearance of the woodwork. E. Finishing System Types 1. Finish type A - Complete Strip to bare wood and refinish. 2. Finish type B - Heavy Clean, scuff and refinish. 3. Finish type C - Good Clean and Repair and Touch-up as necessary. 1.2 PRICING OPTIONS A. Option 1. Three level Judges Bench and Rear Counter, Deputy Boxes, Podium including the refinishing of the Oak Treads to match mahogany. B. Option 2. Spectator Benches and Rails. C. Option 3. Jury Rail. D. Option 4. Jury Box. E. Option 5. Eight Window Pocket sills, jambs, and head. Including adjacent pilaster return panels from floor to ceiling. �������������������������������������������������������������������������������������������������������������������������������������������� DESCRIPTION OF WORK SECTIONS (SEE ATTACHMENT) Ceremonial Courtroom Daniel Patrick Moynihan U.S. Courthouse, New York, NY Woodwork Restoration and Cleaning 1.3 REFERENCES A. AWI/AWMAC/WI: (AWS) "Architectural Woodwork Standards": Current Edition, including Errata subject to their date of posting on Project bid date. All Work in this Section shall be AWS Premium Grade. 1.4 SUBMITTALS A. Subcontractors Qualification Form: Qualification data on AWI form for firms and individuals as required demonstrating specified experience and capability to perform the work of this Section. B. Product Data: For each type of restoration and cleaning materials indicated, include manufacturer's product literature, application instructions and safety data. 1.5 QUALITY ASSURANCE A. Control Sample: The Project Control Sample is the Ceremonial Courtroom rear wall. Match all Work in this Section for grain, color, gloss, effect and the general quality of the work. B. General Objective: The objective of the Work in this section is to match the Control Samples so that both the original and the restored and cleaned work are indistinguishable from one another when compared. C. Restoration Specialist: Work of woodwork restoration and cleaning must be performed by a firm having not less than five (5) years successful experience in comparable woodwork restoration work including successful completion of work on at least three (3) significant historic buildings under the direction of federal and state preservation agencies in the last five (5) years and employing workers skilled in restoration processes and operation indicated. 1. Only skilled craftspersons that are familiar and experienced with woodwork restoration work as specified herein shall be used for work of this Section. Refer to Subcontractors Qualification Form for requirements of proposed personnel to perform the work. 2. One experienced supervisor shall be present at all times during execution of work and shall personally direct woodwork restoration work. 3. In acceptance or rejection of woodwork restoration, no allowance will be made for lack of skill on part of craftsperson. D. Quality Control Test Samples on Site: Prior to start of woodwork restoration work, prepare quality control test samples in each of the above finish system type of restoration work on woodwork for each type and method of cleaning and Ceremonial Courtroom Daniel Patrick Moynihan U.S. Courthouse, New York, NY Woodwork Restoration and Cleaning refinishing of the woodwork as indicated below, to demonstrate methods and quality of workmanship for work of this Section to include cleaning, repairs and restored woodwork finishes. 1. Restore, one area for each type of restoration method, approximately four ft square, where selected by the Architect. 2. Follow procedures specified in this Section. 3. Obtain Architect's approval of visual qualities before proceeding with work. If any quality control test sample is not approved, repeat restoration of woodwork following requirements of this Section as necessary to receive Architect's approval. 4. Protect approved test samples using all means necessary to prevent damage or deterioration before completion of work while allowing access to the mock-up for comparison with ongoing work. Remove protection at conclusion of all work. 5. The approved test samples shall represent minimum standard of acceptability for woodwork restoration. 6. Perform adhesion tests to test samples. 1.6 DELIVERY, STORAGE, AND HANDLING A. Deliver materials to Project site in supplier's original wrappings and containers, labeled with source's or manufacturer's name, material or product brand name, and lot number, if any, to prevent use of unauthorized products. B. Store materials in their original, undamaged packages and containers, inside a well-ventilated area protected from weather, moisture, soiling, extreme temperatures, and humidity. C. Keep storage area neat and orderly. Containers used in storage area will be maintained in a clean condition, free of foreign materials and residue. All containers must be sealed when not in use, and shall not remain open overnight. D. Remove oily rags and waste from the jobsite daily. Take necessary measures to ensure that workers and work areas are protected from fire and health hazards resulting from handling, mixing, and application of materials. E. Proper respirators and ventilation precautions will be required to protect the applicators and building occupants during the handling and application process. 1.7 PROJECT CONDITIONS A. Limitations: Work under this contract shall be scheduled at times during normal working hours or at the direction of the building manager. Work must involve on Ceremonial Courtroom Daniel Patrick Moynihan U.S. Courthouse, New York, NY Woodwork Restoration and Cleaning site woodworking procedures that are non-disruptive and will not interfere or be transmitted to adjacent courtroom facilities where they create a disturbance in court procedures. Chemical stripping, spraying and any other odor producing procedures shall take place after normal working hours. These odors may be vented through the building exhaust system at the direction of the building manager. B. Availability of the building freight elevators and access at the loading shall be coordinated with the building manager. C. Apply stains and finishes only when the temperature of surfaces to be finished and surrounding air temperatures are between 65 and 90 degrees F. D. Do not apply stains and finishes when snow, rain, fog, or mist causes the relative humidity to exceed 75 percent at temperatures less than 5 degrees F above the dew point or to damp or wet surfaces. E. If lead paints and finishes are present in current coatings and the Contractor is responsible for handling, removal, and disposal as applicable according to city, county, State and Federal regulations. F. Provide scaffolding, ladders, and lifts necessary to execute the Work in this Section. 1.8 PROTECTION AND MASKING. C. Take particular care to protect the following: 1. Adjacent surfaces. 2. Stone surfaces. 3. Metal surfaces. 4. Tile/mosaic surfaces. 5. Plaster surfaces. 6. Smoke detectors and fire alarms. 7. HVAC registers and ducts. D. Protect areas retaining their original finishes from damage and overspray at all costs. E. Mask, tape, and take great care when applying finish materials to areas adjacent to original finishes as necessary. 1. Mask off all adjacent floor, wall, ceiling, and trim surfaces with 2 layers of 6 mil polyethylene clear sheeting. 2. Pad floor surfaces under polyethylene sheeting with one or two layers of 1-inch thick foam carpet padding. F. Safeguard the buildings lighting fixtures, floors, stonework and equipment and materials to be installed. Protect the work of other trades against any over spraying, marring, masking residue, or other damage. H. Seal off all existing HVAC registers and ducts within the area of Work. I. Seal off and protect all fire and smoke alarms within the area of Work. 1.9 VENTILATION. A. Install an air handling system as necessary to effectively move fresh air into and through the work space, including at least one air handling unit to move fresh air into the space and one air handling unit to blow the remover fumes and air out of the space. Provide negative air pressure within the area of Work. Coordinate the opening and closing of the necessary windows with Contracting Officer. 1.10 WARRANTY A. The Contractor shall warrant the Work in this Section for one (1) year beginning with the final acceptance of all Work executed. PART 2 - PRODUCTS 2.1 RESTORATION AND CLEANING MATERIALS A. Available Products: Subject to compliance with requirements, products that may be incorporated into the Work include, but are not limited to the following: B. Mohawk Finishing Products, Inc.: 1. Mohawk Wash Wax #M712-1907. 2. Mohawk Finish Remover #2 #710-2727. C. Sherwin-Williams/Minwax Company 1. Custom stain compatible with Minwax Water Based Oil-Modified Polyurethane. 2. Minwax Water Based Oil-Modified Polyurethane #143. D. Unlisted manufacturers must be submitted to Architect for approval prior to use. E. Material compatibility: Provide filler, sanding sealer, stain, toners and finish/top coat materials that are compatible with one another and the substrates indicated under conditions of service and application. Color, Sheen and Effect: Match the Project Mockup Control Samples. 2.2 REPAIR MATERIALS AND WORKMANSHIP A. Comply with AWS Premium Grade. PART 3 - EXECUTION 3.1 EXAMINATION Examine surfaces indicated to be cleaned and restored for compliance with requirements, and other conditions affecting performance. 1. For the record, prepare a written report of the work, listing conditions detrimental to performance. 2. Proceed with work only after unsatisfactory conditions have been corrected. 3.2.1 PREPARATION. A. Remove hardware and hardware accessories, plates, machined surfaces, and similar items already installed that are not to be finished and that have not been removed by others. If removal is impractical or impossible because of the size or weight of the item, provide surface applied protection before surface preparation and finishing. After completing finishing operations in each space or area, reinstall items removed using workers skilled in the trades involved, unless otherwise indicated. B. De-wax and Cleaning: Before stripping and or applying finish or other surface treatment, clean substrates of substances that could impair the bond of coatings. First de-wax with Mohawk Wax Wash Liquid Preparatory Cleaner #M712-1907. Remove oil and grease before cleaning. Schedule cleaning and finishing so dust and other contaminants from the cleaning process will not fall on wet, newly finished surfaces. C. Surface Preparation: De-wax, clean and prepare surfaces to be finished according to manufacturer's written instructions for each particular substrate condition. 1. Bare wood: Bare wood that has been stripped of its finish for refinishing must be cleaned immediately following the removal of the existing finish by wiping the surface thoroughly with an odorless mineral spirits wash using a rag or stripping pad attached to a sponge. Once the surface has dried, the bare wood must be wiped clean of dust and airborne dirt. 2. Finished wood: Wood with an existing finish that is to be recoated must first be de-waxed and then cleaned. Materials Preparation: Mix and prepare finish materials according to manufacturer's written instructions. 1. Stir materials before application to produce a mixture of uniform density. Stir as required during application. Do not stir surface film into material. If necessary, remove surface film and strain materials before using. 2. Use only thinners approved by finish manufacturer and only within recommended limits. 3.3 APPLICATION A. Apply finish according to manufacturer's written instructions. Use applicators and techniques best suited for substrate, type of material being applied, and room conditions. 1. Do not finish over dirt, rust, scale, grease, moisture, scuffed surfaces, or conditions detrimental to the formation of a durable finish film. 2. Provide finish coats that are compatible with sanding sealers used. 3. The completed finish must be uniform in appearance throughout and match the approved samples. No thin, flat, sagging or inconsistent finished surfaces will be accepted. 4. Comply with AWS Section 5 Premium Grade. B. Finish Type A: Areas that require complete to bare wood Strip and Re-do. 1. De-wax, Chemical Strip and Wash with odorless mineral spirits to Bare Wood. Overnight dry. 2. Through Sand with 120-Grit aluminum oxide sandpaper. 3. Stain and Toner as necessary to match Architects Sample. 4. Cross coat Seal and Sand 240 aluminum oxide sandpaper. 5. Topcoats with AWS System 12, Polyurethane, Water-Based. 6. Sand with 320 or 400 grit aluminum oxide sandpaper. 7. Hand rub with four (4) 0000 steel wool as necessary C Finish Type B: Heavy Clean, scuff sand, touch-up and refinish. 1. De-wax. 2. Heavy sand with 240 aluminum oxide sandpaper. 3. Touch-up, Stain and Toner as required, including filling deep defects. 4. Topcoats with AWI System 12 Polyurethane, Water-Based. 5. Sand with 320 or 400 grit aluminum oxide sandpaper. 6. Hand rub with four (4) 0000 steel wool as necessary. D Finish Type C: Good Clean and Repair and Touch-up as necessary. 1. Three times de-wax. 2. Touch-up as necessary. 3. Hand rub with four (4) 0000 steel wool as necessary. Reference attached DPM-9C Images 1-11 for lacation of each finish level ���������������������������������������������������������������������������������������������������������������������������������������������� �������������������������������� ������������������ Ceremonial Courtroom Daniel Patrick Moynihan U.S. Courthouse, New York, NY Woodwork Restoration and Cleaning 3.4 WOODWORK REPAIR AND PATCHING A. General: Where existing woodwork or casework has damage, has been altered or is scheduled to be altered under this Contract, repairs and alterations shall be made in the shop or in the field, as applicable. Restoration shall include, but is not limited to, the following items: 1. Remove abandoned fasteners and hardware. 2. Fill holes, dents, scratches and abrasion scars 3. Replace missing pieces with new pieces in matching wood species and cut, with profile and finish to match Control Sample. 4. Repair veneer or replace veneer as require to match original. 5. Secure loose pieces, scratches and abrasion scars. 6. Secure loose joinery, such as mitered corners that have separated, making joints tight again. B. All repairs shall be made using like materials to match original. 1. For repairs 1/8" diameter or less, use wood wax filler, tinted to match natural color of adjacent woodwork. 2. For repairs greater than 1/8", but less than 2" in diameter, use a wood Dutchman or plug to fill hole. 3. For repairs greater than 2" in diameter, fill hole with a boat shaped patch, matching the species grain and color of the wood. 3.5 CLEANING. A. Cleanup: At the end of each workday, remove empty cans, rags, rubbish and other discarded paint materials from Project site. 3.6 PROTECTION A. Provide final protection and maintain conditions in a manner that ensure woodwork is without damage or deterioration at time of Substantial Completion. After completing finishing operations, remove temporary protective wrappings provided by others to protect their work. C.
