Protein Lipidomics Software - Notice of Intent to Award PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Solicitation: HHS-NIH-NIDA-SSSA-NOI-17-275 Title: Protein Lipidomics Workflow Manager Software INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a contract for the Protein Lipidomics Workflow Manager Software with AB Sciex LLC at 1201 Radio Road, Redwood City, CA 94065-1217. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 511210 - Software Publishers with a Size Standard of $38.5 Million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, January 19, 2017. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 - Only one response source and no other supplies or services will satisfy agency requirements. DESCRIPTION OF REQUIREMENT Project Description The Translational gerontology Branch (TGB) requires the use of most sophisticated and powerful software to analyze the proteomics and metabolomics data obtained from the human plasma samples originating in the laboratory. Purpose and Objectives The purpose of this requirement is to purchase the Protein Lipidomics Workflow Manager Software that uniquely satisfies this requirement as it will increase the data processing efficiency and data analysis capacity and will ultimately save valuable time. Delivery Schedule The software is to be delivered within 30 days after receipt of order (ARO). CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. Salient Characteristics: • Software upgrade for protein identification and expression analysis from Q-TRAP 5500 • This Software comes complete for the required high efficiency workflow management and data analysis. • This software when installed will be a source of high efficiency Proteomics and metabolomics data analysis on Dell Precision T7910 Protein Pilot Workstation • Not specified • One time purchase of software on CD and training on site. Delivery or Deliverables: Kit contains all software and minor accessories required to upgrade a previously-installed QTRAP 5500 system (s/n AU215001403PL or later) to a Lipidyzer system. Does NOT include computer hardware, SexlexION device or LC System, which may also be required to assemble a fully-functional Lipidyzer system. Included: Lipidomics Workflow Manager Software (PN 5041390); Getting Started Kit for Lipidyzer TM Platform (PN 5040168); Microsoft Office 2013 BOM- W/ License Key A and Disk (PN 5037582); Lipidyzer Installation Kit (PN 5043102); 65μm ESI probe (PN 5029342); Analyst 1.6.3 Software with 2 Licenses (PN 5043217). In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
