A02 - Provisions and Clauses Full Text Attachment (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-17-T-0183. This acquisition is issued as a Request for Quote (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (iv) This acquisition is set-aside for: 100% Small Business Set-Aside. The associated NAICS code is 333992 The small business size standard is 1,250 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) Oxy-acetylene cutting torch with cutting table for coring metals and metal alloys (vi) Description of requirements: The Contractor shall ensure that the cutting torch and table are fully equipped, functional as a whole system, and meet the following requirements: CAPACITIES AND DIMENSIONS: 1. Table must be able to support up to 8,500 pounds. 2. Total machine footprint (width and length) cannot exceed 13' 1 ¼" by 21' 4 ¼" (units in feet and inches.) 3. Total machine height cannot exceed 96 inches to avoid interference with an existing overhead canopy. BASE UNIT: 1. Fuel for base unit must utilize oxyacetylene aka "oxy fuel" methods. 2. New acetylene manifold must be included and must hold at least six 300 cubic feet bottles 3. Unit must have spark arrester suitable for use with combustible metals (such as depleted uranium, aluminum, titanium, etc.)4. Unit must be supplied with two (2) "oxy fuel" cutting heads to be used individually. 5. Table shall be tied into existing ventilation system in the building by a certified HVAC contractor. 6. Base cutting "oxy fuel" machine will be wired for 230 volts, 3 phase service 7. Cutting Machine must contain: • Dual linear ways on cross axis (TRANSVERSE) with protective bellows • Industrial Grade carriage and nylon composite powertrack • Rail and wheel scrapers • Air manifold and filter regulator • Machine power disconnect/transformer 8. Base "Oxy fuel" Unit must be able to cut the minimum thicknesses of the materials listed below: • RHA (Rolled Hard Armor): 2 inches • Hi-Hard: 6 inches • Titanium: 4 inches • Armor plate (steel, nickel molly alloy): 8 inches 9. Base System must have a suitable Spark Suppression System which cools and arrests sparks pulled into the exhaust duct from the cut process. Spark Suppression system to be installed in accordance with accepted industry practices. 10. Base system and base plus plasma cutter option must come equipped with air conditioner heat exchanger to help keep components cool. 11. All surfaces to be painted shall be cleaned of all foreign matter. The equipment shall be painted IAW standard commercial practice that shall not be less than one coat of primer and one coat of finish color. 12. All provided Oxy-fuel stations must include: • Industrial Grade, Motorized Torch Lifter • Torch (must be Victor tip compatible) • Torch Holder and Splash Shields • 3/8" Gas Hose and Check Valves • Gas Solenoids for Individual Station Selections • Fully-Enclosed Power Track • Fire Protection Sleeve on All Exposed Hoses 13. Contractor shall supply and install all oxyacetylene hookups and connections including the manifold. 14. Unit must have top of beam mounted dual linear ways on cross-axis (transverse) And enclosed linear way slide for the "Z" axis or equivalent/superior hardware. 15. Operators Console: must have at minimum: • Manual gas & plasma control of up to four (4) Stations • Speed potentiometer • Emergency stop switch • Downdraft table controls • Plasma power supply On/Off if plasma option is exercised 16. Instrument Controller: must meet or exceed the requirements below: • 15" High Resolution Color TFT with Surface Acoustic Wave Touch Screen Technology • Microsoft® Windows® Embedded Operating System • 250≥GB SATA (Serial Advanced Technology Attachment) Hard Drive, ≥1GByte RAM • Two (2) USB 2.0 Ports (One On Front-Panel, One On Rear of Cabinet ) • Plasma & Oxy-Fuel Control • Graphic Cut Path Display • Create/Edit Program • Fifty (50) Operator-Defined Shape Library • Operation Manual, Printed in English • Service Manual, Printed in English • Parts Manual, Printed in English 17. Operator Station Bracket: shall be included 18. Machine Input-Output Cabinet must include: • I/O module fiber-optically linked to CNC • Air conditioner / heat exchanger to help keep components cool • AC brushless servo drive system with interface • Low backlash precision planetary gear reducer (Direct Coupled to Motor)- 600 Inches per minute or greater 19. Cable Track must be provided to include: • Composite cable track for rail axis which carries machine power cable • Supply Hoses and Interface Cables to Machine Gantry from the Connection. • Power Pole and Metal Channel with Connection Hardware. • Composite Cable Track for Rail Axis, Carries Machine Power Cable 20. Manual Gas Regulation Panel must include: • Industrial Grade Regulator Station for Oxyfuel Torches • Maximum of six (6) Oxy-Fuel Torches (8" Capacity) • Adjustable Pierce Rate for Ease-on Oxygen Cutting • Oxygen Manifold Dump Solenoid at the End of Cut • High/Low Preheat Function 21. Heat Shield must be provided to protect machine deck & beam from extreme temperatures 22. Integrated laser pointer (class 2 or 3R) or otherwise generated visible light dot that poses no eye hazard to be provided for torch positioning during plate alignment. Positioning system must turn on with station enable and off with cut start or time out. 23. Cutting Table must: • Table must be down draft style • Table must have a 6' x 10' nominal cutting capacity • Table must have removable slag pallets/trays capable of being hand lifted, but durable enough to be manipulated by heavy machinery such as a fork lift if heavily loaded with slag. Trays shall also have lifting hooks so they can be lifted with an overhead crane if desired. 24. Ductwork Connection and Installation: Contractor shall furnish and install new galvanized metal round ductwork to accommodate new downdraft table and integrate spark cooler. Contractor shall provide a blast gate in new duct for shut off and balancing exhaust flow pressure and rate. Contractor shall provide certified air balance to customer's specifications and table requirements. All personnel working in the hazardous area must follow all required safety requirements. No action that involves direct access to any portions of the existing structure or existing ductwork are to be taken without first consulting escort as to proper requirements for working in the contaminated area. 25. Lubrication: The contractor shall ensure adequate lubrication to all moving parts. All oil holes, grease fittings and filler caps shall be easily accessible. 26. Energy Efficiency: All equipment that directly consumes energy in normal operation shall be designed and constructed for the highest degree of energy efficiency as governed by the latest developments available within industry. 27. Safety and Environmental Requirements: MERCURY RESTRICTION: The equipment shall not contain mercury compounds nor be exposed to free mercury during manufacture. ASBESTOS RESTRICTION: Asbestos and materials containing asbestos shall not be used in or on the equipment. PCB RESTRICTION: Equipment and materials containing Polychlorinated Biphenyl (PCB) shall not be shipped to Army Research Lab. PLASMA CUTTER OPTION: 1. A plasma cutter requiring only air to run is preferred for simplicity and cost if such a unit will effectively cut thicknesses of the materials stated below. • Stainless Steel: One (1) inch • Aluminum: one-half (1/2) inch 2. If Plasma cutter option is picked up, the 480 volts needed to power it may not be in place at the time of initial installation, however the contractor will not be held accountable for that or for energizing the plasma cutter for proof of performance - just for installing the plasma cutter option with the exception of tying it into facility power. 3. The plasma cutter must run off 480 VAC, 3 phase power. (vii) Delivery is required by: One (1) month after contract award. Delivery shall be made to Army Research Laboratory, 321 Colleran Road, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at: Army Army Research Laboratory, 321 Colleran Road, Aberdeen Proving Ground, MD 21005. The FOB point is: Destination (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria Torch Table (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because this acquisition is evaluating offerors based on their level of Experience rather than Past Performance. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation which also include proof of technical experience in the form of three (3) records of sales within the last sixty (60) months, one of which being within the last sixteen (16) months. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
