Description
HVAC Equipment List Request for Proposal (RFP) No. DJM-17-A41-R-0058 The U.S. Marshals Service is issuing a combined synopsis/solicitation for the following: The United States Marshals Service (USMS) Special Operations Group (SOG) is a specially trained and highly disciplined tactical unit located at Camp Beauregard in Pineville, LA. The USMS SOG has a need for a contractor to provide and furnish monthly HVAC repair and/or services for maintenance and preventative maintenance for the USMS SOG facility at Camp Beauregard, LA. All work monthly HVAC repair and/or services for maintenance and preventative maintenance shall be in accordance with the Statement of Work attached to this notice. This will be a low price procurement, in accordance with FAR Part 12, resulting in a Firm Fixed Price Contract. In accordance with FAR Part 15, this acquisition will utilize the lowest priced technically acceptable (LPTA) procedure to make a best value award. As such, the resulting contract will be awarded to the responsive, responsible offeror whose offers the lowest-priced, technically acceptable offeror for this requirement. All proposals are due to Greg Hermsen no later than July 21, 2017 at 10:00am (EST). All proposals shall be emailed to Greg Hermsen at gregory.hermsen@usdoj.gov. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is DJM-17-A41-R-00058 and is issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94. (iv) This required is set aside for small business. NAICS code is 238220 with a size standard $15.0M. (v) Offerors shall provide their proposal on company letterhead. (vi) The contractor shall supply all personnel, labor, material and equipment to support this requirement. Additional information pertaining to this requirement are in the attached to this notice. (vii) The base year period of performance for the resultant contract is anticipated to be September 30, 2017 through September 29, 2018. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) Provision 52.212-2, Evaluation -- Commercial Items applies. Award will be made to the offeror who provides the lowest acceptable price. (x) Offerors shall be registered at SAM.Gov in order to be eligible for award. (xi) Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) A statement that the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. See FAR 52.212-5 for additional clauses that pertain to this requirement. (xiii) All proposals shall be emailed to Greg Hermsen at gregory.hermsen@usdoj.gov no later than July 21, 2017 at 10:00am (EST). Applicable SCA Wage Rates: Wage Determination Number 15-5175 (Rev 1), 02/28/17 SITE VISIT: All interested parties are highly encouraged to attend a scheduled site visit. A site visit has been scheduled for July 11, 2017 at 1:00pm (CST). For security reasons, all interested parties wishing to attend the site visit shall contact Ms. Cherie McQuillin at cherie.mcquillin@usdoj.gov within 24/48 hours prior to the scheduled site visit. (xiv) Not used. (xv) Proposals are due no later than July 21, 2017 at 10:00am (EST ) to the email listed in xiii. (xvi) No telephone calls will be accepted. All questions concerning the solicitation must be submitted in writing. Written inquires will be answered in writing via amendment, however, because of the response time, no such inquiries will be considered if received after 10:00am (EST) on July 14, 2017. All questions shall be submitted to gregory.hermsen@usdoj.gov. Answers to questions will be provided to all offerors being solicited. This solicitation is being issued in electronic format only. Hard copies of the solicitation will not be available and telephonic, written, or fax requests will not be accepted. Contractors may download the solicitation (and any amendments) via the FedBizOpps web site, www.fbo.gov under Solicitation No. DJM-17-A41-R-0058. It is the offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation.
