THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for interest in a Medium Voltage Electrical Construction Contract. The location of the requirment is at the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Title: Medium Voltage Network Transformers, Network Protectors, and Switchgear Replacement Across NIST Gaithersburg Campus NAICS Code: 238210 Construction Magnitude: $15M to $20M NIST is seeking a capable Electrical Construction Contractor to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP). The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUB Zone, and VOSB and SDVOSB) are encouraged to respond to this notice. NIST is seeking an Electrical Construction Contractor with the following capability and experience within their respective disciplines as listed below: 1. Modifications to existing 13,200 volts (or higher) systems within facilities. The types of work that are required (but are not limited to) of the contractor are as follows: • 13,200 volt or higher splices of insulated conductors • Medium Voltage Spot Electrical Network protectors • Medium Voltage Spot Electrical Network Transformers • Switchgear replacement in excess of 1,200 amperes @ 480V General Notes: • All work must be performed in accordance with industry, NIST, IEEE, NETA, and OSHA standards. All Lock out/tag out procedures must be followed at all times. All workers must have the appropriate personal protective equipment (PPE). Specific Contractor Experience criteria being sought: 2. The contractor shall indicate the firm has individual bonding capacity of at least $20M. 3.The contractor shall have medium voltage spot electrical equipment experience in the last 48 months with a contract value in the range of $3M -$4M (or higher) each with the following: o Medium voltage (13,200V or higher) spot network transformers of at least 750 KVA each o Medium voltage (13,200V or higher) spot network protectors o Medium voltage(13,200V or higher) insulated conductors splicing o Medium voltage(13,200V or higher) busway o 1200 ampere or greater 480V switchgear a) List the date of the completed medium voltage spot electrical equipment replacement b) List the voltage of the medium voltage equipment in volts c) List the number of network protectors installed d) List the number of medium voltage spot network transformers installed e) List the rating in KVA for each medium voltage spot network transformers installed f) List the amperes of the 480V switchgear installed g) List the name of the customer (not a general contractor) for the projects General Notes: • Contract actions will be performed in and around occupied areas performing scientific/research experiments where vibration, noise, outages of utilities, and disturbances to the physical environment may hinder the ability of the Government to perform required activities. All activities must be planned, scheduled and posted for a minimum of two weeks, unless prior authorization is given by the contracting officer, prior to the activity beginning. Certain activities may have to be performed outside of normal business hours. In this event, overtime rates would be applicable. Interested, capable construction contractors (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor experience with items #1, #2 and #3 in addition to "a" through "g" (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Identify and clearly mark any proprietary processes or data. NOTE: Reply to this source sought shall not exceed 10 pages and shall be emailed to the Contract Specialist at sandra.smith@nist.gov NOTE: All vendors must be registered in the System for Award Management (SAM) for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a contract.
