- This announcement constitutes a Sources Sought for information and planning purposes. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk ™s intent of this announcement is to identify qualified and experienced sources to provide video teleconferencing and multimedia services in support of Naval Medical Center Portsmouth (NMCP) as defined in the attached draft Performance Work Statement (PWS). This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement. This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response to this announcement. The instant requirement is a follow-on effort to Contracts N00183-15-P-2042, N00183-15-P-2056, and N00183-16-P-1286 awarded to The Office Group. The current contract will expire 30 September 2017. The customer has requested that the source be limited by the following: The contractor shall have a service location within a 50-mile radius of NMCP in order to respond on-site within two hours of an initial service call for designated rooms. Anticipated NAICS Code: The NAICS Code for this requirement is 541513 “ Computer Facilities Management Services and the Size Standard is $27.5 Million. Reponses to this Sources Sought request should reference N00189NMCPortsmouthVTC and shall include the following information in the format presented below: 1. Company name, address, point of contact name, phone number, and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Companies are hereby notified that in accordance with DoN Memorandum dated 23 April 2012, Policy for the Procurement of Information Technology (IT) Development and Support Services, the use of one of the following vehicles are mandatory: GSA Alliant/Alliant Small Business, DISA Encore II, Army ITES-2S, Air Force NETCENTS, NIH GWAC, and Seaport-E. Therefore, companies shall clearly identify which of the aforementioned vehicles they hold contracts under in order for the Government to select a vehicle that will be in the best interest of the Government. Responses from companies that do not hold contract under these vehicles will not be considered since they will be unable to compete on the prime contractor level. 4. An estimated Rough Order of Magnitude (ROM). 5. Size of business- Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business. 6. Capability statement displaying the contractor ™s ability to provide the minimum requirements to include past performance. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 7. Please include any questions or concerns you have in regards to this requirement. 8. Include any other supporting documentation. 9. Comments or suggested changes to the Governments NAICS Determination. 10. Identify conditions or issues the U.S. Government should consider or may interfere with the intention of this project. 11. Provide any and all initial questions and/or clarifications you have for the Government ™s review and consideration. The questions/clarifications will assist the Government in finalizing/further defining its requirement prior to the issuance of the solicitation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed eight (8) typewritten pages in no less than 12 font size. Interested contractors shall pay particularly close attention to the transition timeline contained within the Draft PWS. The successful contractor will only be given a maximum of 30 days to accomplish successful transition from the incumbent contractor (if required); therefore, contractors shall take this into consideration when demonstrating their technical capability to perform the required services.
