- SOURCES SOUGHT NOTICE The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing a Cryogen Free Refrigeration and measurement System as described in the draft specifications. The purpose of this notice is to identify organizations capable of providing the necessary item and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST's needs. This requirement is assigned a NAICS code of 334516 with a small business size standard of 1000 employees. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 11 a.m. MST Wednesday, July 5, 2017. The capability statement shall identify the business status of the organization. SPECIFICATIONS Active Vibration Isolation System for Cryostat NB688000-17-04048 BACKGROUND: The Ion Storage Group of the Time and Frequency Division develops optical clocks based on stable resonance frequencies in individual trapped ions. An integral part of these experiments is the ultra-stable laser that is used to probe the ion transition. This laser is pre-stabilized by locking it to a high-finesse reference cavity that must be extremely well isolated from all sources of external perturbations including temperature fluctuations, air pressure fluctuations and vibrations. PURPOSE: To isolate our reference cavities from vibrations we use active-vibration isolation (AVI) systems that sense and correct for vibrations, primarily from the ground or support surface beneath the table. The performance of our cavities can be substantially improved by improving the isolation, particularly at low frequencies from 1 to 100 Hz. DELIVERABLES: NIST requires an active vibration isolation system to support a cryogenic reference cavity system. The system will comprise the active isolation components (sensors, actuators, passive damping, etc.) as well as the controller for those systems. TECHNICAL SPECIFICATIONS: 1. Load: 1000 - 2000 lbs 2. Active vibration isolation frequency range: 1 Hz to 200 Hz 3. Transmissibility < 0.8 at 2 Hz, < 0.02 above 10 Hz 4. Instrument dimensions: (approx. 36" x 36" x 36") 5. Include option for external driving 6. Support height < 6" 7. Must interface with Herzan LFS system TECHNICAL CONSIDERATIONS: All technical specifications given above are important. NIST prefers vendors with a proven track record of meeting these demanding vibration isolation specifications. GOVERNMENT FURNISHED PROPERTY OR INFORMATION: Mechanical details of the instrument can be provided when necessary. Low frequency isolation add-on provided by NIST, and the new AVI system must be compatible with that. DELIVERABLE SCHEDULE: 8 weeks ARO INSPECTION AND ACCEPTANCE: Acceptable equipment shall meet all technical specifications. We will inspect and test the system after delivery. Accelerometer tests of the transmissibility as a function of vibration frequency will be made as necessary. ¬¬¬¬¬¬¬¬¬¬¬¬ATTACHMENTS/REFERENCES:
