- Instruction to Offerors Statement of Work This is a combined synopsis/solicitation prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority in FAR Part 13, and FAR Part 12, Acquisition of Commercial Items (Title VII of the Federal Acquisition Act of 1994 (Public Law 103-355)). This announcement constitutes the only solicitation; therefore a written solicitation will not be issued. This solicitation is a request for quotation (RFQ). The period of performance for services is for one. The NAICS classification is 541720 Research and Development in the Social Sciences and Humanities. The small business size standard is $20.5M. The Small Business Administration (SBA) Acquisition Division, Office of Advocacy, intends to procure a Purchase Order for Research on the Impact of Securities Regulation Reform on Small Business Capital Raising Trends. See the attached Statement of Work for details. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: 52.212-1,Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items (lowest price technically acceptable) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-13; 52.219-28; 52.222-3,19, 21, 22, 35, 36 and 40; 52.223-18; 52.225-13, and; 52.232-33; 52.232-39, Unenforceable or Unauthorized Obligations.
