- SOLE SOURCE NOTICE QSTREAM SUBSCRIPTION The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. USU intends to negotiate on a sole source basis with Qstream, Inc. located in Burlington, MA for annual Qstream subscription for base plus four option years. This subscription will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USU provide the necessary services required for our students to become successful doctors and nurses and to be able to provide the best care possible for our soldiers and to support our research efforts. Qstream is the sole provider of access to their proprietary software Qstream. Qstream is an on-line, educational delivery system which utilizes a unique educational approach-termed "spaced-education", in order to promote mastery and long term retention of complex medical information. It is far more than a simple on-line question bank or electronic review program. The Qstream program utilizes a customized bank of medical study questions specifically designed to help medical students successfully master the Step 1 and Step 2 components of the U S. Medical licensing Examination (USMLE). The component questions are not only tailored to our curriculum, but more importantly, are tailored to the needs of each individual student. The Qstream program sends a series of customized electronic questions to each student's I-Phone/I-Pad/Android, 2-3 limes a week. These questions not only serve as a means of self-assessment, but also provide a valuable means of formative feedback. Once the student has correctly and consecutively answered a given question three times, ii is retired from their list and a new series is added. This provides a constant reinforcement of learning and allows the student (and supervising faculty) to identify areas where additional remediation may be needed. The QStream method of spaced-education is especially unique in that it delivers questions in a manner that has actually been shown to engender maximum retention of material by students. It allows our faculty members lo customize questions in order to reinforce challenging topics and to mirror what is currently being taught in the curriculum. It is used been used in both the pre-clerkship and the clerkship periods of USU's Molecules to Military Medicine curriculum with excellent results. For consistency of records, it is imperative that we continue to use the same software that has been in use for at least the past five (5) years. Qstream is the only know source that can provided the requested services. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
